LOCATION OF POSITION

Maryland Department of Agriculture Headquarters - Annapolis, Maryland

Main Purpose of Job

To inspect and investigate complaints against animal control shelters, private shelters that have been contracted to provide animal control services, shelters that receive funding from the State Spay and Neuter Grant program, veterinary hospitals, and veterinarians for alleged violations of Code of Maryland Regulations (COMAR).

POSITION DUTIES

Oversee and coordinate the inspections of Animal Control shelters and investigate alleged violations of the Minimum Standards of Care for Animal Shelters (COMAR 15.01.11).  Includes:  coordinating with other inspectors and investigators to ensure all relevant shelters are inspected and when necessary investigated; analyzing and interpreting data, evidence, information and making recommendations in a final report; investigating complaints which may require gathering evidence from complainants and witnesses, including county and law enforcement officials, securing evidence, taking photographs and obtaining signed statements; assisting in the planning and implementation of new or revised inspection methods, procedures, and practices.

Conduct investigations of alleged violations of the Veterinary Practice Act and related COMAR regulations (15.14.01).  Includes: conducting interviews, collecting evidence from complainants and witnesses, including veterinarians, technicians, non-licensed staff and hospital owners, securing evidence, taking photographs and obtaining signed statements; analyzing and interpreting data, evidence, information and situations,  and summarizing all relevant finding in a final report to the Board of Veterinary Medical Examiners; assisting in the planning and implementation of new or revised investigation methods, procedures, and practices; maintaining records of all investigation activities.

Prepares clear and concise written reports of completed investigations so that the Department and/or Board may review facts and make a determination, and so that, when necessary, the Attorney General's Office has all evidence needed for prosecution.  Attends the Board's monthly meetings in Annapolis, prepared to answer questions and conduct further investigations when warranted.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • College credit hours in veterinary science, veterinary technology, animal science, animal management/care, or pharmacology.
  • Training and experience in animal control shelters and/or nonprofit shelters, with a working knowledge of minimum standards of care.
  • Training and experience in a veterinary facility, with a working knowledge of the Maryland Veterinary Practice Act and related regulations.
  • Knowledge of pharmaceuticals used for treatment of animals, as well as DEA and Maryland OCSA permitting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
