Main Purpose of Job
This position is responsible for the development of certain plans, policies and procedures for Child Protective Services (CPS), Family Preservation Services and Prevention Services to achieve safety, permanence and well-being needs of children and families. Specific responsibilities include development of training for administrators, supervisors and caseworkers in the Local Departments of Social Services and other child welfare professionals.
Serves as Project Lead focusing on Prevention Services for children and families and coordinates legislation review. Researches, reviews and analyzes evidence-based practices, policies to monitor program effectiveness and to meet Federal and State outcome measures at the state and local levels. Participates in task force meetings, committee meetings, workgroups, and may sit on various boards related to prevention and child welfare concerns. Additional duties include assisting the managers with tasks as designated by the executive staff. Serves on SSA's Legislative Committee to coordinate review and respond on proposed legislation having a potential impact on the program. Analyzes perspective legislation that impacts Prevention and Child Welfare Services. Prepares detailed commentary about proposed legislation that includes letters of support, suggested amendments, and formal testimony. Attends legislative committee hearings for relevant proposed legislation. Reviews and analyzes data and outcomes to support evidence based practices implemented in jurisdictions. Prepares policy directives outlining program policies and procedures primarily on Prevention Services with a primary focus on evidence-based and trauma-informed practices. Includes collaboration with LDSS staff and stakeholders. Develops and maintains appropriate Child Welfare Service Policies, to reflect changes in federal and state laws. Prepares written responses to concerns from lay and professional community for all levels of staff ranging from Manager to the Secretary of the Department and the Governor's Office. Delivers presentations to professional and lay groups on Maryland's Prevention, evidence-based and trauma-informed Child Protective Services (CPS) Family Preservation Practices.

Education: A bachelor’s degree from an accredited college or university.
Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
1. Five years of experience managing a child welfare prevention program.
2. Two years of experience with Maryland Children's Electronic Social Services Information Exchange (MD CHESSIE) System.
3. Licensed by the Maryland Board of Social Work Examiners.
4. Strong written and oral communication skills.
5. Demonstrated skills in effective time management, priority setting, multi-tasking, problem solving, and critical thinking.
6. Flexibility in a busy environment.
