Main Purpose of Job

This position is responsible for providing oversight, including legislative and judicial coordination, as the court serves as ultimate guardian, to the statutorily-established Adult Public Guardianship Program under the purview of SSA's Adult Services Programs. The Adult Public Guardianship Program is part of the Adult Protective Services continuum serving Maryland's 24 jurisdictions (Annotated Code of Maryland, Family Law Article Title 14 Adult Protective Services Program, and Estates and Trust Article, Title 13 Subtitle 7, Guardian of the Person). Representing the SSA Office of Adult Services within this practice setting requires this position to have a working understanding of the programs, policies, regulations and partners of Adult Services, as well as the characteristics of the target populations. This position requires representing and making decisions on behalf of the Department on the Guardianship and Vulnerable Adult Work Group of the Judicial Council, under Chief Judge of the Court of Appeals. Provides technical assistance to Local Departments around Adult Public Guardianship practice, and the 24 Adult Guardianship Review Boards to ensure consistency of protocols across the state, including membership recruitment. This position acts as liaison between OAS and Maryland Legal Services Program, providing advocate contract attorney representation to persons under guardianship.

POSITION DUTIES

Establishes, creates, develops and sets strategic program/policy planning goals and objectives for the Adult Public Guardianship Program. Collects, analyzes and monitors statewide quantitative and qualitative data on the Adult Public Guardianship Program to ensure optimal program resource use and practice delivery; Analyzes prospective legislation that impacts Adult Services programs and prepares commentary and fiscal notes regarding proposed legislation; attends legislative hearings for relevant proposed legislation impacting Adult Services programs; Develops and monitors budgets, including collaboration with Judiciary on federal WINGS program budget; develop and monitor $5,000 National Adult Protective Service Association (NAPSA) Certificate training budget; Office of Adult Services programs allocations and budgets, not including salaries, to ensure optimal program resource use; Monitors Adult Public Guardianship Review Board's operations for compliance with state law via review of monthly Board Reports and periodic site visits to required Board meetings in each jurisdiction; Develops and conducts training for board members and chairpersons across the state on the roles and responsibilities of members of the Adult Public Guardianship Review Boards and other specialized training as needed; Leads coordination with the Judiciary, including judges, court administration, and circuit court guardianship case managers to develop and ensure universal best practices in guardianship, including federal Working Interdisciplinary Networks of Guardianship Stakeholders (WINGS) program; Serves as principal liaison to Maryland Legal Services Director to ensure contract attorneys are fully utilized for client advocacy; Supports the development of MD THINK platform CJAMS and other adult services case management and data collection systems.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of the required minimum qualification experience must have been working within the Adult Services, Aging, Disability, Family Caregiver, or Adult Public Guardianship areas in the public or private sector.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

 The ideal candidate will possess the following:
1. One year of experience in program development, implementation and monitoring.
2. One year of experience in data analysis and monitoring.
3. One year of experience in budget development, justification and monitoring.
4. Experience or familiarity with Excel (spreadsheets and formulas).
5. Strong written and oral communication skills.
6. Demonstrated skills in effective time management, priority setting, multi-tasking, problem solving, and critical thinking.
7. Flexibility in a busy environment.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
