Main Purpose of Job

This position oversees programs and planning efforts for the State Reunification and Individual Repatriation Programs and also assists with the coordination of the State implementation of the Federal Individual Assistance (FIA), Other Needs Assistance (ONA) Program, the Human Services Disaster Assistance Program, Maryland Social Services Recovery Program (MSSRP) and other community recovery grants or activities. The incumbent in this position, during the recovery phase of a disaster (including during repatriation and reunification), is responsible for overseeing casework management services for individuals and communities between the Office of Emergency Operations(OEO) and the Local Departments of Social Services (LDSS) and other agencies; and coordinates with the Assistant Director of Planning and Recovery to define and maintain appropriate standards for casework processes during disaster response and recovery.


Leads the State Individual Repatriation Program, which helps eligible U.S. citizens and their dependents who have been repatriated from a foreign country through the provision of temporary assistance upon their arrival to the United States; supervises case management processes pre-arrival; assists local jurisdictions with reimbursement; provides all liaison work with International Social Services, local departments, and other agencies; coordinates with the operations lead on the reception and servicing of individuals and groups repatriated into the State of Maryland; creates, updates and leads statewide training efforts for the individual, group and emergency program; and performs other related duties as assigned.

Education: Possession of a master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Five (5) years of professional employment in a social work capacity in a public or private agency or institution, two (2) years of which must have been in an administrative, supervisory or consultative capacity.


1.  These requirements are established by the Social Services Administration by authority provided in Human Services § 4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.


Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess:

1. Two years experience providing direct case-work services.

2. Two years experience writing multi-agency response plans and coordinating systems of service delivery within the agency, other public and private agencies and groups.

3. Professional disaster response on-call experience.

4. Experience working in shelters.

5. Experience in public speaking, training development and training.


1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
