Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Aerospace Program Manager within the Division of Business and Industry Sector Development, Cybersecurity and Aerospace Unit.

Main Purpose of Job

This position is responsible for the aerospace industry sector as one of the core industries driving current and future growth in Maryland's economy. The Aerospace Program Manager serves as the subject matter expert and advocate for the Aerospace strategic industry sector.

POSITION DUTIES

The Program Manager will thoroughly understand the various components of the industry in Maryland:  aviation, space, and unmanned autonomous systems and work with industry clusters in these areas to grow, retain, and attract aerospace businesses in/to the state.  Through the relationships established with aerospace companies and ancillary businesses in the supply chain, Commerce will determine common obstacles to and opportunities for continued sector expansion.

The main job functions will be to serve as the Department of Commerce spokesperson for aerospace business and institutional interests; shape and support a marketing effort to bring national attention to MD’s assets in these areas; identify, grow, retain and attract aerospace businesses in/to Maryland to include assessing the viability of business proposals, management and products; and to encourage or establish substantive commercialization activities to advance formation and growth of the aerospace industry.

The selected employee will possess excellent interpersonal skills to work with high level public and private sector officials and maintain effective working relationships; excellent written and oral communication skills; the ability to handle multiple, concurrent and high priority projects; and familiarity with leadership and key staff at relevant federal agencies, with university faculty, labs and incubators.  Proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.   Some statewide travel is required as is attendance at some national and international trade shows.

MINIMUM QUALIFICATIONS

Candidates must possess a Bachelor’s degree in Business, Finance, Real Estate/Land Use, or a related industry field and at least six years industrial, business or economic development, marketing, planning, finance, commercial real estate, manufacturing or related field.  Equivalent combination of education and experience is acceptable.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a MBA or relevant degrees in aviation, space or earth sciences is a significant asset. Experience in early stage companies and/or in investment an advantage.  Preference will be given to those candidates that possess recent business and technical experience in space or aviation.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
