Main Purpose of Job
The main purpose of this position involves the procurement, receipt, storage, distribution and disposition of supplies, materials and equipment for the agency. This work involves routine contact with staff, vendors and with the Purchasing Bureau in initiating requisitions and purchases orders for materials supplies and equipment.
POSITION DUTIES
This job prepares purchase orders and requisitions for ordering supplies, materials, equipment and service contracts; initiates purchase and requisition forms; secures bids on specific lines of merchandise not purchased through the State contract; follows-up on orders and irregularities; oversees and controls the purchasing card; prepares and purchases supplies and items on agency charge card and maintains accurate files and reports for charge card; maintains weekly vendor reports and contacts vendors and companies for pricing and maintains monthly charge card account reports; assists with inventory of capital and non capital State items, such as furniture, computers and all other items that are required to be inventoried; contacts DHS Procurement and Department of Budget and Management to discuss purchasing policies and other procurement issues; assists in preparing Job Tickets to order State printed forms through the FMIS system; assists mail clerk with outgoing mail and interagency mail; puts postage on mail run through postage machine and takes to the mail pickup area; opens, date stamps, and distributes interagency mail to correct departments; backup to Agency switchboard operator; and participates when called upon to support Emergency Support Function #6 operations as outlined in the State of Maryland Emergency Operations Plan.
MINIMUM QUALIFICATIONS

Education: Graduation from a standard high school or possession of a State high school equivalence certificate.
Experience: Six years of experience in receiving, storing, issuing, purchasing and requisitioning supplies, materials, and equipment, four-years of which must have included experience at the supervisory or management level or must have involved the final responsibility for purchasing and requisitioning.
Notes: Applicants may substitute education at an accredited college or university at the rate of 30 semester hours for one year of experience for up to one year of the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess:
One year of experience using FMIS (Financial Management Information System).
One year of experience using Microsoft Office Suite to create spreadsheets and reports.
One year of experience communicating with internal and external customers.
LIMITATIONS ON SELECTION
Candidates must be willing to work in Cecil County, which is located approximately 55 miles north of Baltimore, off of Interstate 95, the last exit before the MD/DE line.
