Main Purpose of Job

The Prevention and Health Promotion Administration's (PHPA or Administration) mission is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community-based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. This very large Administration was formed through the consolidation of three (3) smaller Administrations (Community Health Administration, Family Health Administration and AIDS Administration), all of which existed as separate entities as recently as July 2009.

The Fiscal Chief's primary responsibility is to oversee all budgetary, accounting and other fiscal matters of assigned programs housed within the Administration, which has an annual budget of approximately $351.2 million consisting of General, Federal, Special and Reimbursable Funds and approximately 500 regular and contractual staff. Assigned program areas include: environmental, occupational and injury epidemiology, food and milk protection, injury and sexual assault protection, healthy homes and community services, and infectious disease epidemiology and outbreak response. This position develops recommendations for budget/expenditure plans and provides in-depth analysis of spending affordability, provides oversight of assigned federal grants (block grants, categorical grants and contracts) and Special Fund revenue sources, and assures compliance with federal expenditure reporting requirements (quarterly/annual reporting). This position provides supervision and training to subordinate fiscal staff to ensure consistency in fiscal management within PHPA. Additionally, this position shares responsibility as a coordinator of all FMIS tracking activities and for developing and maintaining PHPA's internal financial tracking systems, and ensures the accurate completion of federal fiscal reports in assigned program areas. This position assures adherence to State and Federal regulations and all special conditions associated with the various fund sources of assigned program areas. Also, as one of three (3) Fiscal Chief positions within PHPA, this position is responsible for developing a working knowledge and familiarity with all program areas within the Administration which fall outside the scope of primary responsibility of this position. Through cross training of the incumbent in this position, the Administration will be the beneficiary of a more valuable employee capable of providing essential fiscal expertise and oversight in any program area where needed in the event of the non-availability of another Fiscal Chief position due to an extended absence or vacancy.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Candidates must possess at least one year of experience in monitoring budgets/expenditures, as well as projecting and tracking costs.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience in monitoring multiple budgets and expenditures as well as projecting and tracking costs. Candidates should be proficient in utilizing accounting principles, have excellent Microsoft Excel and Microsoft Office skills, working knowledge of federal awards, and be able to conduct detailed analysis while performing in a fast-paced environment, demonstrating the ability to multitask. Candidates should demonstrate good organization, written and oral skills and the ability to learn and retain information quickly. Candidates should have experience interacting and providing excelled levels of customer service with work-related partners. Candidates should have the ability to analyze situations and provide viable alternatives/solutions while making sound decisions. Candidates should have experience supervising employees. Knowledge of MDH financial system is a desirable quality.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
