Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.  This is an entry level position; therefore, the selected candidate will be offered the base salary.  Progression in the current position will be based upon the approval of annual increments and/or cost of living adjustments.  

This position location is at the Baltimore Headquarters office but will perform field and office job functions. Please note that contractual positions do not offer the same State benefits as permanent positions.

Resource Management Program, Animal Feeding Operation

Main Purpose of Job

This is an entry level position within the Animal Feeding Operation(AFO) Division of the Resource Management Program in the Land and Materials Administration. The incumbent of this position will learn to review and evaluate scientific information such as the Comprehensive Nutrient Management Plans (CNMPs) and other supporting technical documents required by the Annotated Code of Maryland Regulations and federal regulations in support of the AFO Division's registration efforts. The incumbent will also learn to determine compliance with the requirements of almost 600 AFOs Statewide to submit an Annual Implementation Report (AIR) that includes essential information on the operations of these AFOs.

The incumbent of this position often performs site visits at Animal Feeding Operation (AFO) sites that involve exposure to uncomfortable or unpleasant surroundings with exposure to offensive odors. The incumbent is required to use protective equipment such as steel toe safety shoes and plastic shoe covers and may opt to use goggles, mask and gloves while in the field. The incumbent of this position will also be required to drive a State vehicle and must maintain a valid driver’s license with less than 5 points. 

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: None

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following: 

  • Familiarity with Poultry farms in the areas such as: production, land application, manure/litter management, and integrator involvement;
  • Knowledge of Animal Feeding Operation(AFO) procedures;
  • Knowledge of AFO Annual Implementation Report (AIR) procedures;
  • Familiarity regarding the operations of Animal Feeding, Concentrated Animal Feeding, Maryland Animal Feeding and Certification of Conformance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
