LOCATION OF POSITION

This contractual position is with the Maryland Department of General Services, Fiscal Services Division, Payroll Unit, located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

The main purpose of this position is to perform the day-to-day operations of the payroll unit within the Department of General Services. The payroll unit is responsible for processing time and gross payroll for all DGS employees (approximately 60 budgeted programs/sub-programs with 600 permanent and contractual employees) utilizing the SPS Workday system. This position is also responsible for processing and auditing daily cash/check payments into Cash-pro Online banking system and FMIS, ensuring that each payment is applied accurately to the correct program cost account and in compliance with General Accounting Division (GAD) guidelines.

POSITION DUTIES

Duties for this position include, but are not limited to: 

· Review and verify payroll reports to ensure timely completion of time sheets submission on alternative weeks for regular and contractual employees abstracted from SPS Workday.

· Audit the approved timesheets for accuracy and compliance with Federal and State laws, policies, and regulations regarding timekeeping.

· Correct time sheets using documentation received from managers/supervisors or the Human Resources Office by adjusting time for employees in SPS Workday.

· Prepare adjustment amounts via Excel input sheet to include reclassifications, final leave payouts and allowances.

· Review gross payroll results in SPS Workday and determine if retroactive payments are correct.

· Pull check registers for regular and contractual payroll from TSO/CICS after the pay period is complete.

· Review leave reports and adjust leave balances accordingly.

· Process an average of 300 payments received monthly in FMIS following GAD guidelines.

· Contact vendors to resolve payment information issues if necessary.

· Process checks received in Cash Pro Online banking system and FMIS within 48 hours.

· Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

1. Knowledge of basic employee payroll principles, methods and rules.

2. Experience using Excel worksheets and running reports.

3. Effective verbal and written communication skills.  

4. Attention to detail with strong organizational skills.  

5. Ability to work in a fast-pace, team environment and meet tight deadlines.

LIMITATIONS ON SELECTION

This recruitment is limited to individuals who are willing to accept contractual (hourly) employment in Baltimore City, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.  Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

In addition, paid leave will be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours (5 days) per calendar year.
