Main Purpose of Job

This position is responsible for directing the Long Term Supports and Services (LTSS) System Integration and In-home Assurance System (ISAS) programs.

This position oversees the cross-agency development of the LTSS System integration, which includes $54 million dollars in vendor IT system development, operations and management, as well as over $3 million dollars in staffing contracts and over $1 million in MDH staff costs.

Oversight of the ISAS program involves managing a team that is evaluating, analyzing, researching and developing policy for implementing, improving, and overseeing Maryland's LTSS and ISAS systems. This position initiates, plans, designs, and executes technical system integration projects for Maryland Medicaid and in addition to developing final reports, also assesses the reliability of findings, interpretations, conclusions, and recommendations of final reports. This position manages employees tasked with completing high-priority LTSS and ISAS projects.

This position is the director of a large division with twelve full-time employees and two full-time supervisor positions. This position is responsible for directing employee resources to manage daily billing responsibilities which include the review of almost 15,000 claims monthly, as well as high-priority strategic projects. Specifically, this position is responsible for designing and implementing policy for the technical integration of Medicaid programs into LTSS/ISAS, such as the Development Disabilities Administration (DDA), Rare and Expensive Case Management (REM), Model Waiver, and EPSDT Nursing; providing system integration oversight and leadership to employees in OHS; program integrity monitoring; developing ISAS division policies and communicating them with providers; performing contract monitoring for technology and auditing vendors; and preparing reports for internal program monitoring and for the Centers for Medicare and Medicaid Services (CMS). This position will also work in conjunction with Provider Enrollment, various contractors hired to help administer the LTSS/ISAS systems, Medicaid Management Information System (MMIS) vendors, Office of the Inspector General (OIG) personnel, the Department of Information Technology (DOIT) liaisons, and executive level DHMH directors and secretaries.

Due to this position's expertise in the area of Maryland Medicaid LTSS/ISAS systems, this position provides technical expertise and programmatic advice to Health Policy Analysts within the Office of Health Services and advises Chiefs, Executive Directors, and the Secretary on the LTSS/ISAS system and all associated integration, data analytics, and policy projects.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university and four years of professional experience in health services, one of which must have been at the managerial or supervisory level.  A master's degree in a health or human services field may substitute for one year of the general experience.
