Main Purpose of Job

This position serves as the Center Chief for the Facility and Process Review in the Office of Food Protection (OFP) which is responsible for the review and approval of architectural plans, Hazardous Analysis Critical Control Point (HACCP) plans and processes for all new and existing retail and manufacturing facilities in the State. Additionally, it oversees the State’s standardization for all retail food service facility (FSF) programs at the local level and provides guidance to Local Health Department (LHD) FSF programs. The Chief develops policy recommendations, regulations and guidelines for the program to protect the public health and acts as a liaison between industry and regulators.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university including 30 credits in engineering or the biological, environmental or physical sciences.

Experience: Three years of experience supervising a professional staff or as a project supervisor in the field of the option for which application is made.

Notes:

1. Additional experience in engineering, public administration or law as related to environmental health may be substituted on year-for- year basis for the required education.

2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.

3. Applicants may substitute one additional year of experience in engineering, public administration or law as related to environmental health for the 30 specialized academic credits. 

4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will have:

  • Knowledge of and ability to review architectural plans, HACCP plans and process for retail and manufacturing facilities;
  • Ability to deal with and work collaboratively with state, local and federal agencies, legislators, developers for new food businesses, constituents and stakeholders in the food industry; and,
  • Ability to navigate and interpret state and federal regulations, policies, and recommendations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
