Introduction

The Public Service Commission (PSC or Commission) regulates public utilities and certain passenger transportation companies doing business in Maryland.  The Commission regulates gas, electric, telephone, water, and sewage disposal companies. Also subject to the jurisdiction of the Commission are electricity suppliers, fees for pilotage services to vessels, construction of a generating station and certain common carriers engaged in the transportation for hire of persons. The PSC’s jurisdiction extends to taxicabs operating in the City of Baltimore, Baltimore County, Cumberland, and Hagerstown.

The categories of regulated public service companies are listed below: electric utilities; gas utilities; combination gas and electric utilities; telecommunications companies; water, and water and sewerage companies; passenger motor vehicle carriers (sedans, limousines, and buses); railroad companies; taxicab companies; and other public service companies.

The Commission is empowered to hear and decide matters relating to: (1) rate adjustments; (2) applications to exercise or abandon franchises; (3) applications to modify the type or scope of service; (4) approval of issuance of securities; (5) promulgation of new rules and regulations; and (6) quality of utility and common carrier service.

Main Purpose of Job

To conduct safety inspections of regulated passenger for-hire vehicles to ensure that carriers are operating vehicles and employing drivers who meet minimum safety and service standards. This work is primarily outdoors, under varying weather conditions and requires travel throughout the State of Maryland.

POSITION DUTIES

Perform driver/vehicle safety Inspections on for-hire passenger carrying vehicles and records.

Prepare written and/or electronic reports .

Testify at Commission hearings or in a court of law regarding safety inspection decisions.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Four years of experience in the repair and maintenance of gasoline or diesel-powered motor vehicles or in the inspection of such vehicles for the purpose of ensuring their safe operating condition.

Notes: 

1.  Additional experience as described above may be substituted for the required education on a year-for-year basis.

2.  Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Diesel Mechanic classifications or Vehicle system/Tank Maintainer or Fire Control/Tank Vehicle Repairs or Vehicle/Vehicle Equipment Maintenance specialty codes in the vehicle mechanics field of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate must have successfully completed and maintained for at least one year, a Maryland State Police approved course in North American Standard Commercial Vehicle Inspection (Part A and Part B) and must maintain compliance with established certification requirements.

 

Possession of a current American Vehicle Standard Passenger Vehicle Inspection Certification is also preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

 

SPECIAL REQUIREMENTS

Employees in this classification must successfully complete the North American Vehicle Standard Vehicle Inspection training course as prescribed by the Superintendent of the Maryland State Police during the probationary period.
