Main Purpose of Job

This is a professional position serving as Deputy Budget Chief, responsible for supervising the preparation, presentation, and administration of the Maryland State Department of Education’s (MSDE) operating budget.


Provides supervision and technical assistance to budget staff in the development, preparation, submission, execution, and monitoring of a multi-billion dollar public fund operating budget; administers financial resources for multiple (40+) education programs; oversees the analysis and reconciliation of the status of the Department’s appropriation and the preparation of budget realignments and  budget amendments; prepares complex monthly analytical ad-hoc reports and briefing documents for the State Board of Education State Board of Education, State Superintendent of Schools, and various task forces and commissions; develops, implements, and monitors the Department’s indirect cost proposal; performs administrative functions of the State Aid to Education program; develops responses to questions posed by the Department of Budget and Management and the Department of Legislative Services.


EDUCATION:  Bachelor’s Degree in Accounting, Finance, Economics or related area.  Possession of a CPA Certificate is preferred.  

EXPERIENCE: Four years of professional experience in the preparation and execution of budgets. Two years of the required experience must have been in direct supervision of other professional employees.  Experience with State statute desired.  


  1. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) or a Master’s Degree in Accounting, Finance, or Economics for one year of the required experience. 
  2. Applicants may substitute one year of professional accounting or auditing experience for one year of the required experience.


Knowledge of budget, finance allocation, and reconciliation procedures; knowledge of Financial Management Information Systems (FMIS); skill in the interpretation of State and Federal statutes and regulations; skill in using spreadsheets, financial management information systems and database management systems; skill in managing and coordinating multiple tasks and complex reporting assignments; ability to supervise staff, monitor performance, and implement improvements; ability to effectively lead and work as a team member; ability to communicate effectively both orally and in writing; ability to exercise sound judgment in researching issues, answering inquiries, and resolving problems; ability to maintain harmonious working relationships.
