NATURE OF WORK

A Community Health Nurse Program Supervisor is the supervisory level of work planning, developing, implementing and evaluating a program of nursing services for patients in various community settings and local health department clinics.  Employees in this classification supervise Community Health Nurses and other health care staff assigned to the program.

Employees receive general supervision from a Community Health Nurse Program Manager or other health care administrator.  Employees may be subject to call-in and overtime based on staffing needs.  The work may be performed at patients’ homes, schools and other community settings where travel is required and the environment is often unpredictable.  Employees are required to observe infection control precautions in order to prevent contamination and spread of disease.  The work may require lifting and positioning nonambulatory patients and lifting wheelchairs and other heavy equipment.  The work may require long periods of standing, walking, bending and reaching.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the classification specification.

The Community Health Nurse Program Supervisor is differentiated from the Community Health Nurse Supervisor in that the Community Health Nurse Program Supervisor has supervisory responsibility for lower-level Community Health Nurses and responsibility for planning, developing and administering a nursing services program while the Community Health Nurse Supervisor only has supervisory responsibility for lower-level Community Health Nurses.  The Community Health Nurse Program Supervisor is differentiated from the Community Health Program Manager in that the Community Health Nurse Manager has supervisory responsibility for Community Health Nurse Program Supervisors and administers a major nursing services program or programs.  

EXAMPLES OF WORK

Plans, develops, revises, implements and evaluates policies and procedures of a nursing services program;

Develops program standards and monitors compliance;

Assesses and assures appropriate use of nursing services;

Supervises nursing staff and other health care staff;

Prepares and monitors the program budget;

Coordinates services with other disciplines, health services providers and agencies;

May provide nursing care to patients;

Performs other related duties.

SPECIAL REQUIREMENTS

Employees in this classification will be required to provide the facility with a telephone number at which they can be reached.

GENERAL REQUIREMENTS

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
