An Associate Librarian II is the responsible administrative and professional level of library work.  Employees in this classification direct the operations, including budget preparation, of all libraries in a State Department.  This work involves the supervision of all library activities including the selection, cataloging, shelving and binding of books and related library materials.  Employees in this classification are responsible for coordinating library services with other services such as rehabilitation, education, correctional and other programs provided by the agency.  Employees in this classification supervise and train lower-level professional Librarians, secretarial staff and clerical personnel in the operational procedures of the library.

Employees in this classification receive general supervision from the administrator of the agency.  General administrative direction is received with respect to fundamental policy and procedures but employees in this classification are fully responsible for all technical operations of the library.  Work effectiveness is evaluated through achievement of goals, observation, staff meetings and/or written reports.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.


Develops and implements standards, policies and procedures for institutional library services;

Evaluates agency libraries and prepares a plan for development;

Prepares library budget; Supervises work of selecting, requisitioning, examining, shelving, arranging, receiving, cataloging, filing and caring for books and other library property;

Supervises circulation, reference work and research;

Compiles special indices, references and bibliographies;

Makes recommendations for acquisitions;

Makes negotiations for and acknowledges books;

Gives instructions in library science and assists library patrons in making best use of library facilities;

Keeps abreast of developments in library science;

Keeps records and accounts and prepares reports;

Devises manuals, bibliographies, lists and charts for use by the Departmental staff; Drafts correspondence in connection with the library;

Establishes and maintains essential library records and files;

Performs other related duties.


Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
