NATURE OF WORK

A Child Care Licensing Supervisor MSDE is the supervisory level of work inspecting, licensing, and monitoring child care centers, family day care homes and non-public nursery schools to ensure enforcement of child care regulations and the provision of quality child education development programs.  Employees in this classification supervise lower-level Child Care Licensing Specialists MSDE and support staff.

Employees in this classification receive general supervision from a Child Care Licensing Regional Manager MSDE.  Employees in this classification may be required to work evenings.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Child Care Licensing Supervisor MSDE is differentiated from the Child Care Licensing Specialist Lead MSDE in that the Child Care Licensing Supervisor MSDE has full supervisory responsibility for lower-level Child Care Licensing Specialists MSDE while the Child Care Licensing Specialist Lead MSDE assigns, reviews and approves the work of and trains lower-level Child Care Licensing Specialists MSDE.  The Child Care Licensing Supervisor MSDE is differentiated from the Child Care Licensing Regional Manager MSDE in that the Child Care Licensing Regional Manager MSDE manages a regional office of the Office of Child Care and has supervisory responsibility for Child Care Licensing Supervisors.

EXAMPLES OF WORK

Reviews recommendations of Child Care Licensing Specialists MSDE and provides technical assistance and consultation regarding the licensure of child care facilities;

Interprets and applies laws, regulations and codes affecting the operation of child care facilities in a region, under the supervision of the Child Care Licensing Regional Manager MSDE;

Sets goals, administers personnel procedures and evaluates the performance of assigned staff;

Assists in the preparation of statistical and narrative reports concerning child care facilities;

Supervises the development and presentation of workshops for child care facilities staff or family day care providers designed to improve the quality of educational programs and to enhance the ability and capability of facilities or homes to effectively meet the needs of the children being served;

Oversees reviews of criminal background checks on prospective staff members and other persons in regulated child care facilities and family day care homes to screen unsuitable persons from employment in child care centers, family day care homes or non-public nursery schools;

Oversees the reviews and evaluations of criminal conviction records and records of child abuse or neglect in keeping with provisions of applicable laws and regulations;

Reviews and evaluates existing and proposed child education development and related programmatic components of licensed child care centers, family day care homes and non-public nursery schools to ensure that programs effectively meet the cognitive and developmental needs of children being served;

Investigates complaints concerning child care facilities;

Recommends the approval of variances to the Child Care Licensing Regional Manager MSDE; Participates in administrative hearings and litigation concerning facility licensure;

Presents information and makes appropriate referrals to the public concerning child care; Implements corrective action plans to improve the quality of child care services;

Trains licensees in such areas as discipline techniques, facilities management, attending to needs of special children and recognition of child abuse;

Examines and approves license documentation prior to issuance of license by the Child Care Licensing Regional Manager MSDE;

Supervises and trains staff in the use of automated technologies to record and report the results of inspections of child care centers, family day care homes and non-public nursery schools;

May be required to perform the duties of a Child Care Licensing Specialist MSDE when needed;

May visit child care facilities when questions arise concerning the evaluation of facilities and license recommendations;

Performs other related duties.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
