NATURE OF WORK

An Assistant Public Defender Headquarters Supervisor is the supervisory level of trial attorney work in an area of special expertise, such as appeals, mental health cases or drug cases, at the headquarters office of the Public Defender. Employees supervise Assistant Public Defenders I, II, III and Headquarters Lead in the headquarters office and provide technical advice and direction to Assistant Public Defenders and other attorneys on a statewide basis in the areas of specialization.

An Assistant Public Defender Headquarters Supervisor receives general supervision from a division director or other designated higher-level attorney at the headquarters office of the Public Defender. Work may be performed at various locations including jails, lock-up facilities, hospitals and courtrooms. Positions in this classification are evaluated using the Classification Job Evaluation Methodology. The use of this methodology involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Assistant Public Defender Headquarters Supervisor and the Assistant Public Defender Headquarters Lead are differentiated in that the Assistant Public Defender Headquarters Lead assigns cases and reviews the work of lower-level Assistant Public Defenders but does not have full supervisory responsibility while the Assistant Public Defender Headquarters Supervisor has supervisory responsibility for Assistant Public Defenders I, II, III and Headquarters Lead.

EXAMPLES OF WORK

Supervises Assistant Public Defenders I, II, III and Headquarters Lead in an area of special expertise, such as appeals, mental health cases or drug cases, at the headquarters office of the Public Defender;

Provides specialized technical, educational, research and consultation services on a statewide basis to Assistant Public Defenders and other attorneys;

Regularly reviews case documentation and meets with Assistant Public Defenders to discuss problems and improvements concerning litigation strategies, case theory, investigation strategy and evidence presentation;

Represents clients of the Office of the Public Defender in selected cases;

Negotiates settlement of cases outside of court;

Prepares and reviews caseload statistics in order to analyze use of resources;

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Possession of a Juris Doctorate or equivalent degree from an accredited school of law.

Experience: Experience as a practicing attorney.

Notes:

1. An Assistant Public Defender Headquarters Supervisor must be a member of the Maryland Bar at the time of appointment.

2. The above requirements are set by the Office of the Public Defender in accordance with Criminal Procedure Article, Section 16-203 of the Annotated Code of Maryland.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in general attorney classification or general attorney specialty codes in the legal and kindred group field of work on a year-for-year basis for the required experience and education.

Education: Possession of a Juris Doctorate or equivalent degree from an accredited school of law.

Experience: Experience as a practicing attorney.
