(1) as a Senior Deputy Counsel to a Principal Counsel or
(2) as a special legal advisor to a department head (e.g., providing legal advice for historical and cultural programs, such as the Maryland Historical Trust, or performing legal functions as special Assistant to the Attorney General.) Positions meeting criterion #2 report directly to the department head for the qualifying legal functions.
