A fully experienced senior attorney who has demonstrated a high level of competence. Acts as General Counsel to a department or a deputy to a Division Chief or Principal Counsel or as the top senior attorney under a Principal Counsel in a large agency governing many institutions.

As General Counsel to a department or deputy to a Division Chief or Principal Counsel or the top senior attorney under a Principal Counsel, this level provides for the responsibility of a full range of legal services, to include official opinions, letters of advice, litigation support, as well as daily counsel to a department and/or its many institutions.
