NATURE OF WORK

A Capital Construction Engineer/Architect Supervisor is the supervisory level of work as a design or project engineer or architect for multi-year capital construction projects for State or local governments.  Capital construction projects are not subject to review by a control or higher-level organization and may include office buildings, health care facilities, correctional institutions, multi-family housing, educational facilities, and public works structures and operations.  In some cases, employees may function as both the design and project engineer or architect.  Employees in this classification supervise lower-level Capital Construction Engineers/Architects.

Employees in this classification receive general supervision from the capital construction program manager or other designated official.  Employees may be required to work evenings and weekends in order to attend public meetings and hearings.  Employees may be subject to call-in for emergency situations, such as problems at construction site.  The work may require traveling throughout the State to construction sites where conditions may be noisy, dirty and uncomfortable.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Capital Construction Engineer/Architect Supervisor is differentiated from the Capital Construction Engineer/Architect Senior in that the Capital Construction Engineer/Architect Supervisor has supervisory responsibility for lower-level Capital Construction Engineers/Architects while the Capital Construction Engineer/Architect Senior assigns, reviews and approves the work and trains lower-level Capital Construction Engineers/Architects and maintains final authority for the completion of the project, on a project to project basis.

EXAMPLES OF WORK

Supervises Capital Construction Architects/Engineers engaged in reviewing designs, plans, specifications, contract documents, feasibility studies, and cost analysis of major multi-year capital construction projects developed by engineering or architectural consultants;

Approves technical review comments on major multi-year capital construction projects for technical efficiency and sufficiency, code compliance, program requirements, and sound engineering or architectural practices;

Approves major multi-year capital construction projects during the six phases of design from the program stage through schematic design, design development, construction documents and bidding stages;

Provides in-house architectural design services within a specific engineering or architectural discipline including preparation of bidding documents, review and approval of drawings, preparation of cost estimates, establishment of time schedules for design and construction and resolution of technical engineering or architectural problems;

Provides technical assistance to State agencies and local governments for analysis of design concepts and construction problems, interpretation of technical data, cost issues and procurement of engineering or architectural services;

Plans, directs and coordinates various major multi-year capital construction projects from the program approval through design and post-construction stages;

Develops or reviews program phases of capital construction projects that outline the project needs and design criteria, project history and justification, functional requirements, technical considerations and requirements, budget information and complete scope of work;

Develops and monitors project schedule throughout the design process and coordinates activities and actions necessary to maintain project schedule;

Reviews design team technical comments, approves design concepts and final documents submitted by engineering or architectural consultants, and negotiates progress payment schedules with engineering or architectural consultants;

Evaluates and approves Proposed Change Orders (PCO) and time extension requests as they occur during the course of construction;

Chairs various project design review, pre-bid, construction progress, and post-construction meetings to respond to inquiries concerning projects, resolve technical difficulties and ensure compliance with project program and design standards, contract specifications, applicable building codes, and sound architectural/engineering practices;

Signs, seals and dates engineering or architectural documents prepared in connection with the alteration, construction design or repair of a building, structure, building engineering system and its components, project, or facility where the skills of an engineer or architect are required;

Chairs or participates in engineering or architectural selection and negotiation committees to select consultants, evaluate technical and cost proposals of candidate engineering or architectural firms, recommend the awarding of contracts, negotiate fees and conduct debriefings for capital projects;

May provide final technical review comments on capital maintenance projects for technical efficiency and sufficiency, code compliance, program requirements, and sound engineering or architectural practices;

May inspect State-owned and other facilities to evaluate and assess engineering or architectural needs and prepare reports detailing conditions and work required;

May testify before legislative budget committees on projects included in the State’s capital budget proposal;

May prepare and present testimony in administrative hearings;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles, practices and methods applicable to an engineering or architectural discipline;

Knowledge of engineering or architectural standards, practices and methods related to building design and construction;

Knowledge of construction contracts, specifications and plans, methods, procedures and materials;

Knowledge of industry standards and practices applicable to building design and construction;

Knowledge of State, local and federal laws, regulations, codes, zoning requirements and permit procedures applicable to building design and construction;

Knowledge of computer-assisted design software and equipment;

Knowledge of field inspection techniques related to construction;

Skill in reviewing large-scale building construction project designs, plans, specifications, feasibility reports and cost estimates in order to determine adherence to the contract, specifications, standards, governing regulations and codes and sound engineering or architectural practices;

Skill in analyzing technical data in order to evaluate the engineering or architectural integrity, safety, economy, efficiency and costs of large scale multi-year building design and construction;

Skill in developing technically sound and cost effective engineering or architectural resolutions to problems in the design or construction of large scale capital projects;

Skill in preparing technical reports and rendering recommendations based on engineering or architectural procedures, standards and practices;

Ability to supervise Capital Construction Engineers/Architects;

Ability to evaluate engineering or architectural proposals, recommend the award of contracts and negotiate fees;

Ability to communicate effectively;

Ability to use computer-assisted design applications, standard word processing, spreadsheets, database and communications software;

Ability to prepare and present testimony in administrative hearings;

Ability to establish and maintain effective working relationships with engineering or architectural consultants, public and private business owners, property owners and managers, contractors, government officials and the general public.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Six years of experience as a design or project Engineer/Architect for large-scale multi-year construction projects.

Notes:

1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to possess and maintain a Professional Engineer or a Professional Architect registration in the State of Maryland or in a state with comparable requirements.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
