An Assistant Director of Nursing, Medical is the managerial level of work assisting the Director of Nursing in developing and implementing goals, objectives, standards, policies and procedures for the entire nursing service in a State facility. Employees in this classification are primarily responsible for nursing care in a medical setting. Employees in this classification supervise Registered Nurse Managers and through them indirectly supervises Registered Nurse Supervisors and subordinate staff.
Employees in this classification receive managerial supervision from the Director of Nursing. Employees are subject to call-in and overtime based on staffing needs. Employees generally work during the day shift. Employees are required to observe infection control precautions in order to prevent contamination and spread of disease. The work may require the lifting and positioning of nonambulatory patients and the lifting of wheelchairs and other heavy equipment. The work may require long periods of standing, walking, bending and reaching.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
Assists the Director of Nursing in planning, organizing, directing and managing the facility nursing program;
Analyzes and informs the Director of Nursing and the facility’s chief executive officer of the status of nursing services and requirements for improving nursing services as necessary;
Participates in budget planning and preparation;
Collaborates with the Director of Nursing, the facility’s chief executive officer and other program/discipline directors in designing, planning, implementing and evaluating facility/agency programs and policies;
Assists in the interpretation and implementation of departmental policies and procedures;
Organizes, directs, supervises and evaluates personnel and services as assigned;
Develops staff capabilities to implement agency programs;
Participates with community health, welfare and educational institutions in planning continuity of patient services;
Assumes responsibility for nursing services in the absence of the Director;
May plan, organize, direct and administer assigned programs;
May represent nursing on appropriate facility/agency and statewide committees;
Performs other related duties.
Knowledge of the administrative and supervisory principles and practices of nursing administration;
Knowledge of the principles, practices and theory of the registered nursing process;
Knowledge of the application of federal, State and local laws and regulations in the operation of a Nursing Department;
Skill in writing policy and procedures and monitoring their implementation;
Skill in using current developments in nursing care delivery;
Ability to plan, organize and direct nursing services;
Ability to provide for the establishment and maintenance of record systems and quality assurance programs;
Ability to establish a working environment which promotes the provision of optimum patient care;
Ability to communicate effectively with health care professionals and administrators, patients, families and the general public and officials.
Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.
Experience: Four years of experience as a Registered Nurse in the Medical option including two years in a supervisory, consultative, teaching or administrative capacity.

Candidates may substitute the possession of a Bachelor’s degree in Nursing or a health-related field from an accredited college or university and six years of experience as a Registered Nurse in the Medical option including four years in a supervisory, consultative, teaching or administrative capacity for the required education and experience.
2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classifications or Nursing and Hospital Administration specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.
2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This is a Professional Service classification in the State Personnel Management System. All positions in this classification are Professional Service positions. Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
