A Community Health Director of Nursing II is the executive level of work in planning and administering integrated programs of nursing and function as the highest level nursing director for a local health department in the Maryland Department of Health. Employees are responsible for managing Community Health Services Programs for a local health department, which may include programs for Child Health, Maternal Health, Home Health, School Health, Adult Health and Communicable Diseases. Employees in this classification establish, implement and evaluate standards, policies and procedures for nursing and other health care services. Employees in this classification manage nursing programs through subordinate Community Health Nurse Program Managers and/or Community Health Assistant Directors of Nursing.
Employees in this classification receive executive supervision from a health officer. Clinical consultation on nursing practices may be obtained from headquarters’ consultants in the Maryland Department of Health.
Positions in this classification are evaluated using the classification job evaluation. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Community Health Director of Nursing II is differentiated from the Community Health Director of Nursing I in that the Community Health Director of Nursing II has supervisory responsibility for Community Health Nurse Program Managers and or Community Health Assistant Directors of Nursing while the Community Health Director of Nursing I functions as the sole Community Health Director of Nursing for a local health department and has supervisory responsibility for Community Health Nurse Program Supervisors.
Manages Community Health Services Program through Community Health Nurse Program Managers to include responsibility for all staff, delivery of care, program planning and administration;
Reviews and assists in the development of agency policies and programs; Works with the county health officer and program directors as the community health nurse expert in the development and coordination of the overall health department program;
Represents the health department in a liaison capacity with officials of other agencies concerning administrative activities;
Provides professional direction and leadership in community health nursing to subordinate nursing and other staff;
Prepares and submits program plans and budget estimates of nursing services;
Develops and implements rules, regulations, standards and controls for nursing services;
Makes recommendations concerning new or reviewed legislation affecting the health departments;
Analyzes nursing service capabilities in relation to community needs and health department resources;
Participates in the educational experience of other health professionals;
Selects, assigns, and evaluates nursing personnel in collaboration with subordinate nursing supervisors or other program directors;
Participates in community-wide planning for health services;
Participates in nursing research;
Develops and implements a risk management program;
Represents the county health department as required;
May oversee the implementation and operation of a data processing system for the purpose of recording patient information and program statistics;
Perform other related duties.
