A Correctional Laundry Manager is the managerial level of work in the custody, training and supervision of adult inmates engaged in institutional laundry operations at a correctional institution. Employees in this classification manage the work of adult inmates and lower-level Correctional Laundry Officers through supervision of Correctional Laundry Supervisors.
Employees in this classification receive managerial supervision from an Assistant Warden, Warden or other administrative official. Employees are assigned to day or evening shifts. Employees are subject to call-in during emergencies and staffing shortages. Work is performed in a correctional institution laundry, and employees are continually exposed to inmates who may be abusive and hostile and have access to potentially dangerous tools, chemicals and equipment. The work may involve moving objects weighing twenty-five pounds or more.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of the class specification.
The Correctional Laundry Manager is differentiated from the Correctional Laundry Supervisor in that the Correctional Laundry Manager is responsible for a major laundry operation with an authorized staff of inmates and Correctional Laundry Officers so large as to require the supervision of Correctional Laundry Supervisors to effectively manage the overall work of the staff while the Correctional Laundry Supervisor has supervisory responsibility for lower-level Correctional Laundry Officers.
Manages the work of adult inmates and Correctional Laundry Officers through the supervision of Correctional Laundry Supervisors;
Briefs subordinate supervisory staff on changes in regulations, institutional directives and inmate activities;
Counsels Correctional Laundry Officers and Supervisors on violations of rules and regulations and, when necessary, initiates disciplinary action;
Manages customer billing and record keeping functions;
Prepares budget estimates and projections for future growth;
Supervises the training of laundry employees and inmates;
Ensures that inmates, officers and supervisors receive proper on-the-job training and identifies performance problems;
Maintains the inmate payroll;
Makes changes and improvements to laundry operations and technical procedures;
Prepares and revises established laundry schedules;
Investigates customer and inmate complaints;
Oversees the maintenance and repair of laundry equipment;
Prepares incident investigations and officer performance reports;
Makes regular inspections of the laundry area to ensure that laundry standards and guidelines are being followed;
Maintains control and discipline of the laundry staff by enforcing safety, custody and security regulations;
Reviews incident reports prepared by officers and supervisors;
May be required to subdue and restrain inmates during fights, riots or escape attempts;
Performs other related duties.
Knowledge of commercial, industrial or institutional laundry operations, production methods, techniques and equipment including heavy-duty washing machines, extractors, dryers, flat ironers, folders and pressing units;
Knowledge of the use of various laundry chemicals;
Knowledge of basic mathematics;
Ability to organize, coordinate and supervise the work of employees and inmate workers;
Ability to instruct new employees and inmate workers;
Ability to analyze and improve operational procedures;
Ability to analyze replacement, repair and service records for trends in maintenance costs of laundry equipment;
Ability to work in an institutional setting where personal physical attack by convicted felons is a constant possibility and where the use of physical force to restrain inmates is a required part of the job;
Ability to prepare concise and accurate reports;
Ability to communicate effectively with inmates, Correctional Officers and other institutional staff.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Correctional Training Commission regulation.
Experience: Five years of experience involving the custody, security and supervision of adult inmate workers in a laundry operation at a correctional institution.
1. The above educational requirement is set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209, Annotated Code of Maryland.
2. Candidates may not substitute coin operated laundry or dry cleaners experience for the required experience.
3. Applicants may substitute five years of experience as a Maryland State Correctional Officer for the required experience provided they have seven years of experience in a large-scale industrial, commercial or institutional laundry operation.
4. Applicants may substitute eight years of experience in a large-scale industrial, commercial or institutional laundry operation for the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience in correctional institutional specialty codes in the criminal justice field of work at a rate of two years of military experience for the required experience.

Selection standards for Correctional Officer certification are established by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 of the Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following:
U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A completed background investigation
2. Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.
3. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
