NATURE OF WORK

A Correctional Case Management Specialist II is the full performance level of work in assessing and evaluating the personal and criminal history of adult inmates to recommend a security level, and in developing and monitoring appropriate work and educational programs.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a Correctional Case Management Supervisor.  Work is performed in an adult correctional environment and involves frequent contact with convicted felons who may become violent.

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Correctional Case Management Specialist Trainee, Correctional Case Management Specialist I and Correctional Case Management Specialist II are differentiated on the basis of degree of supervisory controls exercised by the supervisor over these employees.  The Correctional Case Management Specialist Trainee learns to perform duties under close supervision.  The Correctional Case Management Specialist I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.  The Correctional Case Management Specialist II performs the full range of duties and responsibilities under general supervision.  The Correctional Case Management Specialist II is differentiated from the Correctional Case Management Supervisor in that the Correctional Case Management Supervisor has supervisory responsibility for lower-level Correctional Case Management Specialists.

EXAMPLES OF WORK

Interviews assigned inmates to obtain information used to determine the appropriate security levels, work assignments and educational programs;

Recommends a security level and a program plan for each inmate to a case management committee;

Serves as the chairperson of case management teams that evaluate all pertinent information on assigned inmates and forwards the recommendations to the Warden, Unit Manager or other designated official;

Explains the institution's regulations, procedures and programs to inmates to help resolve the inmate's institutional and personal problems;

Maintains an accurate and up-to-date base file on each assigned inmate and reviews the file periodically to determine the inmate's needs and the inmate's eligibility for specialized programs;

Develops program goals designed to address the inmate's educational, vocational and therapeutic needs and consults with program staff to monitor the inmate's progress in reaching program goals;

Contacts public and private agencies and families of inmates to secure background information;

Applies the Division of Correction regulations and the institutional directives of the employing agency to inmate case management problems;

Prepares pre-parole summaries and makes recommendations as to the inmate’s suitability for parole;

May testify in court about the facts of a particular inmate's case history;

May identify inmates who are eligible for the Mutual Agreement Program;

May coordinate the Mutual Agreement Program at an institution by monitoring inmates' behavior and verifying scheduled activities;

May review inmate complaints regarding classification actions and draft responses for the Warden or Assistant Warden;

May visit Pre-Release work sites to monitor the inmate's and the employer's compliance with Division of Correction regulations;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the objectives, principles and practices of penology, the principles of parole and probation and trends in the correctional field;

Knowledge of individual and group behavior;

Skill in preparing summaries of complex information;

Ability to interview inmates, and evaluate and present data;

Ability to direct the work of committees and summarize the results of their determinations;

Ability to comprehend, interpret and apply complex laws, regulations, rules and policies;

Ability to apply institutional resources to the immediate and the long-term problems of an inmate;

Ability to work cooperatively with co-workers and as a member of committees;

Ability to communicate effectively;

Ability to maintain complete and accurate records;

Ability to testify in legal proceedings.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in assessing inmates' security risk and inmates' program needs for the purpose of determining correct security classifications and developing program plans.

Notes:

1. The above educational requirement is set by the Maryland Correctional Training Commission in accordance with Title 12, Subtitle 10 of the Code of Maryland Regulations.

2. Candidates may substitute one year of experience as a Correctional Officer for one year of the required experience.

3. Candidates may substitute one year of experience as a Correctional Dietary Officer, Correctional Maintenance Officer or Correctional Supply Officer for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in correctional classifications or correctional specialty codes in the criminal justice field of work at the rate of two years of military experience for one year of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees who have not already done so must meet the required selection standards and successfully complete the training prescribed by the Maryland Correctional Training Commission for a Correctional Classification Counselor. Selection standards for correctional training are listed in detail in the Code of Maryland Regulations 12.10.01.04 and include the following:

U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A completed background investigation
Oral interview
Physical examination.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit H, Public Safety and Security classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.   An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
