NATURE OF WORK

A Community Development Administration (CDA) Lending and Risk Analyst IV is the full performance level of work evaluating the risk involved in granting loans, energy assistance, rental assistance, grants, or any other technical assistance involving single family and multifamily housing development and rehabilitation; neighborhood revitalization and business development; community infrastructure development; historic preservation; and other related projects or programs.  This classification is limited to administrators of programs in the Community Development Administration (CDA) of the Maryland Department of Housing and Community Development (DHCD). Employees in this classification administer CDA specialized programs that may include but not limited to CDA loans, grants, assistance programs such as energy and or rental assistance to homeowners, or any other technical assistance pertaining to single family housing and or multifamily housing, community revitalization or commercial projects.  Employees in this classification direct or assist in directing statewide loans, grants and or technical assistance programs for multifamily and single family housing development and rehabilitation; neighborhood revitalization and business development; community infrastructure development; historic preservation; and other related areas.  Employees in this classification may examine, analyze, review and approve proposed contractors, architects, plans and specifications, construction estimates, work scope, environmental investigations and other related analysis on projects selected for multi-family financing within CDA.  Employees in this classification are also responsible for monitoring the progression of funded projects and approving requisitions at varying stages of construction.

Employees in this classification receive managerial supervision from a CDA Lending and Risk Analyst Senior and at times general supervision from a CDA Lending and Risk Manager. The work may require travel throughout the State of Maryland to attend conferences, hearings, meetings, or site inspections.

Positions in this classification are evaluated by using the classification job evaluation methodology. EXAMPLES OF WORK

Directs or assists in directing activities of one or more CDA housing and community development program(s), such as but not limited to the Maryland Mortgage Programs, Homeownership for Individuals with Disabilities Program, Department Owned Properties, Maryland Whole Home, Section 8 Housing Choice Voucher Program, Foreclosure Prevention (MD Hope), Neighborhood Business Works, Community Development Block Grant Program, Community Services Block Grants, Community Legacy, Local Government Infrastructure Financing, Strategic Demolition Fund, Maryland Town Manager Circuit Rider Gant Program, Technical Assistance Grant Program, Main Street Maryland, Community Investment Tax Credits, Multi-Family Bond Loans, Low Income Housing Tax Credits, Rental Housing Fund, Rental Housing Works, Partnership Rental Housing Program, Group Home Program, Maryland Affordable Housing Trust, Special Loans Programs such as Home for Healthy Kids, Energy Assistance programs such Empower, Low Income Energy Efficiency Program, Be Smart Loan Program, Net Zero Loan Program, Enhanced Weatherization Assistance Program, Maryland Energy Assistance Program (MEAP), Multifamily Energy Efficiency and Housing Affordability Program (MEEHA), Clean Water Program;

Reviews and examines program applications for compliance with federal and State laws, rules, regulations, and CDA program emphasis;

Gathers required program documentation and organizes it for further evaluation to determine program eligibility - for example, income statement, pay stubs, construction documents such as, plans, specifications, blue prints, construction budgets, etc.;

Performs financial/arithmetic calculations to ensure compliance with federal and State agencies regulations - for example, the Securities Exchange Commission (SEC), Internal Revenue Services (IRS), the U.S. Department of Housing and Urban Development, the U.S. Department of Energy or the Maryland Public Service Commission;

Determines the amount of funding needed by program applicants to secure a specific CDA loan, grant, assistance program, single family housing, or multifamily housing development and rehabilitation, neighborhood revitalization and business development, community infrastructure development, and or historic preservation project, as applicable;

Performs risk analysis to determine acceptability and degree of risk of projects to the State or private stakeholders;

Reviews and analyzes program documentation which may include but is not limited to loans, grants, assistance programs, single family housing, multifamily housing and or commercial construction projects;

Monitors CDA programs and/or projects to ensure compliance with federal, and State laws and regulations - for example, the Fair Housing Act, the Davis Bacon Act, and or the Annotated Code of Maryland (COMAR);

Conducts site inspections to ensure compliance with program guidelines;

Acts as liaison with programs applicants, private lending institutions, contractors, stakeholders, and counterparts in other State and federal agencies to explain DHCD-CDA programs requirements;

Prepares status reports on project or program information for use by supervisor or unit director;

Reviews and analyzes project or program information that may include but is not limited to program application, income statements, cash flow, debt service computations and cost certification, plats, blue prints to determine if beneficiary, property, and or program conditions meet State standards;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of federal and State laws governing DHCD-CDA loans, energy assistance programs, CDA grants, rental assistance programs, as well as technical assistance programs for multifamily and single family housing development and rehabilitation, neighborhood revitalization and business development, community infrastructure development, historic preservation and other areas related to housing and community development programs;

Knowledge of the lending industry;

Knowledge of construction management;

Knowledge of federal and State housing programs;

Knowledge of real estate laws;

Knowledge of financial and accounting practices;

Skill in evaluating the risk involved to the State in granting loans, assistance programs, or grants to program (s) applicants;

Skill in evaluating construction documents but not limited to construction plans, specifications, blue prints, and or construction budgets;

Skill in evaluating real estate sites and real estate markets;

Skill in interpreting financial statements;

Skill in using computerized spreadsheet applications and software;

Ability to perform arithmetic calculations;

Ability to develop and present reports, analyses and recommendations;

Ability to establish and maintain effective working relationships with programs applicants, bank officials, Attorneys, developers, contractors, counterparts in other federal and State agencies.

MINIMUM QUALIFICATIONS

Experience: Nine years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, Architecture or any other related field and five years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and/or construction management for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification, loan specialist specialty codes in the loan specialist field of work, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
