This is specialized work involving the total responsibility for the materials management of a medium sized State institution involving the procurement, receipt, storage, distribution and disposition of supplies, materials and equipment. The work involves extensive but relatively routine contact with vendors and with the Purchasing Bureau in initiating requisitions and purchase orders for materials, supplies and equipment.
An employee in this class is responsible for determining the sources of supply for exempt items ordered and must directly contract for a wide variety of services and equipment.
The employee develops or modifies product specifications to meet specific needs and provides technical advice regarding specifications, standards, standard packaging, most economical ordering quantities, and product suitability to the agency. This employee may also assist in preparing the operating and capital budgets for the agency by furnishing current prices for supplies, equipment and trade-in items.
General direction is received from the chief administrative officer, superintendent, business manager or other designated official. This employee must work within the policy and guidelines established by the agency and by the Purchasing Bureau. Supervision is exercised over all clerical and supply staff performing duties related to the purchasing, procurement, storage and distribution of supplies, equipment and services.
Directs and supervises the procurement operations and functions of a medium sized State institution;
Prepares or reviews all final requisitions for all supplies, materials, equipment and service contracts purchased by a medium sized State institution;
Establishes practical inventory levels as well as inventory control measures;
Directs and supervises the operations of all storerooms, handling the receipt, storage, and issuing of supplies, materials, and equipment.
Supervises and directs all office and storeroom personnel directly related to the purchasing section;
Secures bids and awards contracts on specific lines of merchandise not purchased through the Purchasing Bureau;
Keeps records of prices and sources of supply;
Prepares specifications and standards for purchases;
Studies market conditions and the quality and price of goods;
Approves all purchase orders and requisition forms;
Follows up orders and irregularities;
Performs other necessary duties as required.
Working knowledge of the quality and value of various kinds of merchandise; of methods of purchasing; of modern office management methods; of the sources of supply and market value of various commodities.
Ability to plan, organize and direct the work of others, to develop and establish operational procedures and evaluate their effectiveness and efficiency; maintain important records and inventories; to prepare and present financial, statistical and special reports; to determine the need for personnel, equipment and supplies; to exercise initiative and make sound decisions; to give clear directions and instructions; to communicate ideas effectively; to establish and maintain harmonious working relationships with other employees, including technicians, office personnel, craftsmen and operators, in addition to professional employers and administrative officials, ability to prepare specifications for purchasing commodities.
Education: Graduation from a standard high school or possession of a State high school equivalence certificate.
Experience: Six years of experience in receiving, storing, issuing, purchasing and requisitioning supplies, materials, and equipment, four-years of which must have included experience at the supervisory or management level or must have involved the final responsibility for purchasing and requisitioning.
Notes: Applicants may substitute education at an accredited college or university at the rate of 30 semester hours for one year of experience for up to one year of the required general experience.
