NATURE OF WORK

A Maintenance Chief II Licensed is the supervisory level of stationary engineering and building maintenance work.  Employees in this classification supervise Stationary Engineers and skilled and semi-skilled building maintenance workers.

Employees in this classification receive general supervision from a higher-level Maintenance Chief, Maintenance Supervisor or administrator.

Positions in this classification are evaluated by using the Supplemental Standards for Maintenance Chief/Supervisor Positions which allocates positions based on job function or overall supervisory responsibility.

EXAMPLES OF WORK

Assigns, schedules, and supervises the work of Stationary Engineers in the operation of gas or oil-fueled boilers;

Operates central air conditioning plants and equipment;

Conducts safety inspections of the boiler vessel and equipment;

Supervises the cleaning, repair, and maintenance of furnaces and boilers;

Keeps fuel consumption records and prepares operating efficiency reports;

Organizes, schedules, and coordinates the technical building maintenance work and installation services performed by skilled, semi-skilled, and unskilled employees assigned to the trades and general services sections;

Inspects completed job assignments for adherence to trades standards;

Compares cost of completed jobs with original cost estimates;

Supervises and provides on-the-job training to semi-skilled and unskilled employees;

Adjusts, maintains, and makes minor repairs to refrigeration and cooling equipment and other control devices;

Prepares specifications for the requisition of equipment, tools, parts, and supplies;

Inspects equipment, tools, parts and supplies when received to ensure compliance with specifications;

Inspects shop and work areas for adherence to safety, sanitary, and security regulations;

Secures tools and equipment;

May conduct inventories;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the operation of high-pressure boilers and equipment;

Knowledge of the hazards and safety precautions involved in the use of boilers;

Knowledge of the maintenance and cleaning of boilers and their components;

Knowledge of the practical application of electronics, hydraulics and mechanics as used in building maintenance work;

Knowledge of the principles of supervision in the building maintenance trades;

Knowledge of inventory practices;

Skill in operating boilers;

Skill in evaluating the safety and efficiency of boiler operations;

Skill in adjusting operating controls to obtain desired results;

Skill in maintaining fuel consumption records;

Skill in operating and maintaining central air conditioning equipment and components.

Skill in the care and storage of building equipment and supplies;

Skill in training employees in building maintenance work;

Skill interpreting and following blueprints, schematics and engineering specifications;

Skill in using hand and power tools;

Ability to establish effective communication with staff and higher-level administrators.

MINIMUM QUALIFICATIONS

Education:   Eighth grade.

Experience: Three years of experience in licensed stationary engineering including two years of experience assigning, reviewing and approving the work of other building maintenance or building construction workers.

Note: Candidates may substitute U.S. Armed Forces military experience at a rank of Corporal/Petty Officer or higher, as a non-commissioned officer in utilities classifications or mechanical maintenance management specialty codes in utility systems repair, on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates in this classification must possess and maintain a current Maryland First Grade Stationary Engineer License from the Board of Examining Engineers and must list the license number and date on the application.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
