NATURE OF WORK

Assistant State Comptroller I is managerial or special assistant level of work in the Office of the State Comptroller involving revenue and financial management. An employee in this classification series serves as an executive managing one of the principal revenue or finance organizational components of the Comptroller’s office or serves as a staff advisor to the Comptroller and Chief Deputy Comptroller.

Employees who are managers provide direction to managers of several organizational subcomponents. Direction is given by the Comptroller, Chief Deputy Comptroller or a higher-level Assistant State Comptroller and is normally limited to policy decisions only. The work entails decision making authority on matters of significant impact to the revenue and financial operations of the Comptroller Office or the authority, which will be afforded substantial weight and consideration in making recommendations on such matters. This work also involves on-going contact with executives in State, local and federal agencies for the purpose of developing policies and procedures, resolving major revenue issues and correcting operational deficiencies.

Positions are allocated within this series based on a modified factor comparison method using the fiscal factors. The fiscal factors are complexity, formulation of new techniques or procedures, authority to change work procedures or methods, supervisory controls, supervision of others, and knowledge required by the position.

EXAMPLES OF WORK

Directs, or assists in the direction of, operations of a division in the Office of the Comptroller involving revenue and/or financial management;

Supervises the establishment and maintenance of a system of records and accounting controls to reflect the receipt and deposit of revenues, the amount of cash in various accounts, and the expenditure of funds within appropriate limitations;

Monitors impending legislation and advises the State legislature through appropriate channels as to adverse effects on established policies, principles, practices and trends;

Supervises the preparation and distribution of financial reports reflecting the financial condition of the State;

Attends to the storage and retirement of accounting records generated by the division in accordance with established laws, rules, regulations, and governing policies, procedures and precedence;

Formulates, reviews and recommends management policies, procedures and standards;

Participates with other division chiefs on the Comptroller’s staff in the development of policies, rules and regulations for administering the internal affairs of the Comptroller’s office;

Maintains liaison with concerned State agencies and appropriate federal and local governments;

Advises and/or consults with the Office of the Attorney General, as appropriate, on matters concerning the division;

May function as a staff assistant to the Comptroller and Chief Deputy Comptroller providing advice and consultation on revenue and financial management issues;

Performs other related duties.
