NATURE OF WORK

The Maryland Board of Physicians (MBP) Licensure Analyst Associate is the entry level of work with the Maryland Board of Physicians in the analysis and investigation of all applications for initial licensure and reinstatement of licensure.  Employees in this classification do not supervise.

Employees in this classification receive close supervision from a MBP Licensure Analyst Supervisor or a designated supervisor or higher-level administrator.

Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification. 

The MBP Licensure Analyst Associate is differentiated from the MBP Licensure Analyst based on the degree of supervisory control exercised by the supervisor over these employees.  The MBP Licensure Analyst Associate performs the duties and responsibilities under close supervision while the MBP Licensure Analyst performs the full range of duties and responsibilities under general supervision.  

EXAMPLES OF WORK

Learns to analyze and perform background investigations of initial licensure and reinstatement applications for allied health practitioners, physicians and/or special licensees, and other professions licensed by the Maryland Board of Physicians to ensure applicants meet minimum qualifications for licensure; 

Learns to review and analyze applicants credentials including reviewing National Practitioner Databank reports; 

Learns to interview applicants to obtain required application information;

Learns to authorize issuance of licenses if applicants meet minimum qualifications and have no compliance issues;

Learns to determine whether applicants have compliance issues based on responses to “character and fitness questions” or other credentials used to determine eligibility of licensure; 

Learns to analyze, evaluate and determine how to proceed when conflicting information is discovered during analysis of applications;
 
Learns to conduct investigations when medical licensing examinations, transcripts, other state’s licensure status, hospital and/or postgraduate programs provide annotated comments on the applicant transcripts which are questionable, critical, or are in conflict with the information provided by applicants and can qualify as grounds for denial/charging under the Maryland Medical Practice Act;

Learns to obtain documents by subpoena and analyze their contents upon receipt;

Learns to prepare written case summaries, investigative reports, and applicant files to present to a Disciplinary Panel of the Board and an Administrative Prosecutor for development of Notices of Intent to Deny;

Learns to make determinations and recommendations to the Board regarding applicant eligibility for licensure;

Learns to draft Letters of Ineligibility that provide explanations to applicants of the reasons for ineligibility and relevant statutory and regulatory citations; 

Learns to act as a liaison with the Board Counsel and Administrative Prosecutor, through charging documents, in pre-charge/pre-denial/withdrawal and resolution of cases;

Learns to respond to telephone and email inquiries from physicians, hospital staff, medical office staff and members of the public regarding license policies;

Learns to contribute to the development of new licensure and reinstatement applications;

Learns to ensure the MBP website and quarterly newsletters contain current information on frequently asked questions and other issues concerning physicians and allied health practitioners;

Learns to maintain records of applications received/issued or licensing fees collected;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of methods and procedures for the collection or organization, interpretation and presentation of information;
Knowledge of the basic uses and capabilities of computers and information technology;
Ability to learn to adapt and apply the concepts and techniques of administrative analysis to the needs of specific projects;
Ability to learn to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives;
Ability to learn to prepare and present clear and concise oral and written reports or recommendations;
Ability to learn to interpret and apply a variety of laws, rules, regulations, standards and procedures;
Ability to learn to prepare accurate work-flow charts, organization charts and other analytical aids;
Ability to learn to establish and maintain effective relationships with co-workers and the general public.

MINIMUM QUALIFICATIONS

Experience: Five years of experience in administrative or professional work.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative or professional work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university, at the rate of 30 credit hours, for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular exercise of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations, or analysis of the operational programs or procedures with recommendations for improvement, on a year-for-year for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to bargaining unit G, Engineering, Scientific and Administrative Professionals. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
   
Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification, and 3) meet the minimum qualifications of the classification.
