A Maintenance Supervisor I Licensed is the managerial level of stationary engineering and building maintenance work. Employees in this classification supervise Maintenance Chiefs, Stationary Engineers, skilled and semi-skilled building maintenance workers.
Employees in this classification receive general supervision from a higher-level Maintenance Supervisor or an administrator.
Positions in this classification are evaluated by using the Supplemental Standards for Physical Plant Supervisors and In-Charge Maintenance Chiefs Point Factors which includes factors which consider education and experience, number of employees, gross square feet, total acreage, resident population, water filtration, budget and staff.
Supervises the work of Stationary Engineers in the operation of gas or oil-fueled boilers;
Supervises the operation of central air-conditioning plants and equipment;
Conducts safety inspections of the boiler vessel and equipment;
Supervises the cleaning, repair, and maintenance of furnace and boilers;
Reviews fuel consumption records and prepares operating efficiency reports.
Organizes, schedules, and coordinates the technical building maintenance work and installation services of employees assigned to the trades and general services sections;
Prepares contractual specifications for construction or overhaul work to be done by private vendor firms;
Assists in the preparation and administration of the building maintenance budget;
Develops and revises internal operating procedures;
Inspects completed job assignments for adherence to trades standards or contract specifications;
Compares cost of completed jobs with original cost estimates;
Supervises and provides on-the-job training to employees;
Adjusts, maintains, and makes minor repairs to refrigeration and cooling equipment, and to other control devices;
Prepares specifications for the requisition of equipment, tools, parts, and supplies;
Inspects equipment, tools, parts and supplies for adherence to specifications;
Inspects shop and work areas for adherence to safety, sanitary, and security regulations;
Secures tools and equipment;
May conduct inventories;
Performs other related duties.
Knowledge of the operation of high-pressure boilers and equipment;
Knowledge of the hazards and safety precautions involved in the use of boilers;
Knowledge of the maintenance and cleaning of boilers and their components;
Knowledge of the practical application of electronics, hydraulics, and mechanics as used in building maintenance work;
Knowledge of the principles of supervision in the building maintenance trades;
Knowledge of inventory practices;
Skill in operating boilers and troubleshooting problems;
Skill in evaluating the safety and efficiency of boiler operations;
Skill in adjusting operating controls to obtain desired results;
Skill in maintaining fuel consumption records;
Skill in operating and maintaining central air conditioning equipment and components;
Skill in the care and storage of equipment and supplies;
Skill in scheduling, coordinating, and supervising building maintenance work;
Skill in interpreting and following blueprints, schematics, and engineering specifications;
Ability to prepare contract specifications;
Ability to determine the sufficiency of cost estimates prepared by others;
Ability to prepare estimates of time and material required for a job;
Ability to prepare specifications for tools, equipment, materials, and supplies;
Ability to review building maintenance and stationary engineering records for cost trends and unusual expenses;
Ability to prepare comprehensive and concise reports on building maintenance and stationary engineering activities;
Ability to keep inventory records;
Ability to train employees in building maintenance work;
Ability to communicate effectively with staff, administrators and the general public.
Education: Eighth grade.
Experience: Six years of experience in licensed stationary engineering including five years of experience assigning, reviewing, and approving the work of others and disciplining, evaluating the performance of and recommending the hiring, firing and promoting of others.
Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in utilities classifications or mechanical maintenance specialty codes in the utility systems repair field of work on a year-for-year basis for the required experience.
1. Candidates for positions in this classification must possess and maintain a current Maryland First Grade Stationary Engineer License from the Board of Examining Engineers.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (excluded by agency), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded form collective bargaining.
