A Coordinator Special Programs Health Services II, Addiction is the full performance level of work coordinating programs in the Department of Health and Mental Hygiene in a local health department, residential facility or the headquarters administration. Employees are responsible for assigned program activities. Employees in this classification do not supervise other Coordinators Special Programs, Health Services but may supervise lower-level support staff.
Employees receive general supervision from a higher-level program administrator.
Placement in this classification is determined by using the Classification Job Evaluation Methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work Sections of a class specification.
The Coordinator Special Programs Health Services I and the Coordinator Special Programs Health Services II, Addictions are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees and the range of duties performed. The Coordinator Special Programs Health Services I performs a limited range of duties with some independence at times and under close supervision at other times depending on the complexity of the specific duty being performed while the Coordinator Special Programs Health Services II, Addictions performs the full range of duties under general supervision. The Coordinator Special Programs Health Services II, Addictions is differentiated from the Coordinator Special Programs Health Services III, Addictions in that the Coordinator Special Programs Health Services III, Addictions performs advanced/supervisory duties at a DHMH local health department or oversees the operational (non-clinical) aspects of a program(s).
Plans and conducts studies or surveys, and investigations related to specific program services;
Makes recommendations for the maximum utilization of existing services as well as for additional or expanded services;
Implements a minor program service or a phase of a complex major program;
Maintains liaison and cooperative relationships with a variety of public and private agencies;
Provides professional consultation and assistance to public and private agencies having programs for persons who are mentally ill, developmentally disabled, geriatric patients, alcohol or drug dependent or otherwise receiving health services;
Assists in developing and participating in training programs for personnel working with the program services;
Develops and recommends standards for inpatient and outpatent services;
Encourages and directs the development of inpatient and outpatient services;
Coordinates community health planning committees;
Develops procedures for improved services, coordination and expansion of existing services and development of new services;
Develops public education programs and makes speeches and appearances to explain available services;
May supervise lower-level support staff;
Performs other related duties.
Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.
Experience: Two years of professional experience in health services, one year of which must have been in the option for which application is made.
Notes: 1. Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.
2. Experience in the option must be as follows: professional work related to treatment and services to persons with alcohol or other substance abuse addiction.
3. A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
