An Aviation Technician Inspector Supervisor is the supervisory level of technical work engaged in the inspection and repair of turbine powered aircraft according to Federal Aviation Administration (FAA) regulations and manufacturers’ specifications. Employees in this classification supervise lower-level Aviation Maintenance Technicians, Helicopter.
Employees in this classification receive general supervision from a higher-level administrator. Work may be performed outdoors under a variety of weather conditions. Employees are assigned shift work including holidays and weekends and are subject to 24-hour on call duty during emergencies and staff shortages. The work is performed at either a central maintenance repair facility or at remote locations. The work may require lifting components or equipment weighing 50 lbs. or more. Employees perform the work outdoors under a variety of weather conditions.
Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.
The Aviation Technician Inspector Supervisor is differentiated from the Aviation Maintenance Technician, Helicopter Lead in that the Aviation Technician Inspector Supervisor has supervisory responsibility for Aviation Maintenance Technicians, Helicopter while the Aviation Maintenance Technician, Helicopter Lead assigns, reviews and approves the work of and trains Aviation Maintenance Technicians, Helicopter.
Plans, coordinates, assigns, supervises and evaluates the work of Aviation Maintenance Technicians, Helicopter;
Certifies that the quality of work is acceptable prior to the release of aircraft from the maintenance repair facility or after the completion of emergency repairs at a remote location;
Determines that appropriate aircraft inspections have been performed properly;
Prepares necessary inspection records, reports, and forms;
Manages a progressive maintenance program; Maintains records of all precision measuring, balancing and test equipment and ensures that calibration checks required to keep this equipment in usable condition are performed;
Identifies, tags, and accepts incoming material including new parts and supplies;
Instructs aircraft mechanics on proper repair techniques;
Visits aircraft maintenance facilities at various locations to inspect aircraft;
Suggests modifications to aircraft maintenance procedures;
May perform hands-on aircraft maintenance during periods of peak workload;
Performs other related duties.
Knowledge of the diagnosis of problems and the repair of components associated with turbine powered aircraft;
Knowledge of the policies and procedures related to the repair of aircraft including FAA rules and regulations;
Knowledge of inspections necessary to determine the airworthiness of aircraft;
Skill in preparing the necessary records, reports and forms related to the inspection and maintenance of aircraft;
Ability to plan, coordinate, assign, supervise and evaluate the work of Aviation Maintenance Technicians, Helicopter;
Ability to communicate effectively.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of experience in the maintenance of turbine powered aircraft.
1. Graduation from a Federal Aviation Administration’s Part 147 Aviation Maintenance Technician School may be substituted for two years of the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Aviation Machinist Mate classifications or Aviation, Aerospace Maintenance, or Aircraft Maintenance specialty codes in the Aviation Maintenance field of work on a year-for-year basis for the required experience.
1. Candidates for positions in this classification must possess a valid FAA Airframe and Power Plant Mechanic license with current FAA Inspection Authorization. The license number and date of issue must be listed on the application.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
1. Applicants for positions with the Maryland State Police will be subject to a complete criminal background investigation and a polygraph examination before permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant.
2. Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
3. Employees in this classification may be required to provide the facility with a telephone number at which they can be reached.
4. Employees in this classification must have access to an automobile for use on official business in the event a State vehicle cannot be provided. Standard mileage allowance will be paid for use of a privately owned vehicle.
5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit A, Labor and Trades classes. As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
Employees in this classification are eligible to receive overtime compensation. An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.
