NATURE OF WORK

This is managerial work in the area of criminal fraud investigations. The employee is responsible for the planning, organization and direction of a major investigative program involving the investigation of welfare fraud. Through subordinate supervisors, the employee is responsible for directing daily operations. Operations are also controlled through the establishment of investigative policies and procedures, and review of investigative reports. Through personal contacts with agency, law enforcement and judicial officials, the employee promotes acceptance of the investigative program, coordinates investigative activities and resolves operational problems. The employee also has frequent contact with State Prosecutors to discuss controversial or complex cases and establish effective working relationships. As manager, the employee is responsible for administrative matters such as budgeting, executive planning, staffing and program performance reports.

General direction and guidance are received from a higher-level administrator. Work effectiveness is evaluated in terms of timeliness, quality and completeness of special projects and in terms of the effectiveness of the operation of the units of investigators and their compliance with the objectives and goals of the program.

EXAMPLES OF WORK

Independently plans, develops and supervises the operations of the Division of Special Investigations;

Trains or supervises the training of staff in investigative techniques, policies, procedures and programs concerned with the supervision of cases;

Prepares or supervises the preparation of investigative procedural manual, statistical reports and performance measurement criteria;

Interprets rules, regulations, laws, procedures and documents;

Develops rule changes, circular letters and agency directives;

Coordinates media coverage of cases which are under investigation;

Appears and testifies at court proceedings as necessary;

Acts as a liaison with federal, State and local investigative and law enforcement agencies;

Explores and secures performance and demonstration grants;

Authorizes studies, research and special reports regarding investigative techniques or matters affecting the operations of the division;

Assists in the planning, formulation and preparation of the division’s budget;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Expert knowledge of criminal court procedures;

Expert knowledge of general investigative techniques;

Expert knowledge of criminal law and law enforcement procedures;

Expert knowledge of the principles of supervision and administration;

Working knowledge of the principles of economics, sociology and psychology;

Ability to plan, organize and direct the work of others;

Ability to develop and install administrative procedures and evaluate their effectiveness and efficiency;

Ability to prepare and present a variety of administrative and investigatory reports and records;

Ability to prepare and administer an annual budget;

Ability to determine need for personnel, equipment and supplies;

Ability to exercise initiative and make sound decisions;

Ability to communicate effectively;

Ability to establish and maintain effective and harmonious working relationships with agency employees, administrative officials and the general public.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university.

Experience: Five years of experience in administrative or professional work in the criminal justice field. One year of this experience must have involved the supervision of civil or criminal investigators.

Notes: 1. Applicants may substitute postgraduate education in law, criminal justice or other closely related field, at the rate of 30 semester credit hours for one year, for up to one year of the required general experience.

2. Applicants may substitute additional experience as defined above on a year for year basis for up to two years of the required college education.
