A CDA Financial Analyst I is the intermediate level of specialized administrative work involving the processing and evaluation of home mortgage applications. Employees in this classification review incoming loan applications, determine initial eligibility of applicant’s financial situation and the appraisal of the security property. The work of the classification involves application of the principles of credit analysis and the interpretation of various laws, rules and regulations pertaining to Federal and State rehabilitation loan programs. Employees in this classification may also assist in the development of operations, policies and procedures and have frequent contacts with members of the public regarding program information and policy. Employees in this classification may supervise clerical assistants and provide liaison and guidance to field representatives.
Employees in this classification receive moderate supervision and guidance from a Program Administrator. Work performance is evaluated in terms of the accuracy, and thoroughness of completed analyses.
Positions in this classification are evaluated using the job classification evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The CDA Financial Analyst I and the CDA Financial Analyst II are differentiated on the basis of degree of supervisory control exercised by the supervisor over the employees. The CDA Financial Analyst I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The CDA Financial Analyst II performs the full range of duties and responsibilities under general supervision.
Reviews/analyzes residential and commercial loan applications in order to determine eligibility for a rehabilitation loan in accordance with program guidelines;
Recommends to loan review committee approval/rejection of applications for rehabilitation loan;
Coordinates partial loan with funds from commercial lenders, and/or other public loans and grants;
Prepares commitment letters, settlement forms, and other legal documents required by law for mortgage and/or rehabilitation loans;
Conducts loan settlements; Authorizes release of construction draws in order to pay contractor for completed phases of rehabilitation work;
Trains lower level Financial Analysts local rehabilitation program agents, and other local officials in rehabilitation program procedures, and techniques for operating local loan/grant programs;
Performs other related duties.

Ability to make accurate eligibility determinations, and computations based upon an analysis of pertinent data;
Ability to understand, interpret and evaluate individual and/or joint financial statements;
Ability to present ideas concisely;
Ability to establish and maintain harmonious working relationships with administrative and public officials;
Ability to deal with applicants in a sensitive and congenial manner;
Ability to exercise judgment and tact when dealing with confidential and/or sensitive information.
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years experience in rehabilitation or home improvement mortgage underwriting or loan analysis.

2. Applicants may substitute education at an accredited college or university on a year-for-year basis for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Financial Analysis classification series or Financial Analysis specialty codes on a year-for-year basis for the required experience.
Class specifications are broad descriptions of various groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.
This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is assigned to Bargaining Unit G, Engineering, Scientific and Administrative Professionals classes. As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
This classification is one level in a Non-Competitive Promotion (NCP) series. NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series. In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
