Compensation plans are based on a multi-step progression system. The pay range reflects the entry level and maximum salary potential in the assigned pay grade.
**A starting salary may be negotiated and will be commensurate with education, training and experience in alignment with pay administration policies**
The majority of the lieutenants supervise the on-duty shift in the security and administrative operations of the Montgomery County Detention Facility while the remaining lieutenants oversee an administrative bureau. Incumbents ensure that all operations are performed in accordance with department policies and procedures. Lieutenants are responsible for supervising employees, managing a shift or bureau, coordinating inmate movement, overseeing booking of inmates, ensuring the safety of staff and inmates, overseeing intake duties, investigating complaints, and overseeing the processing of inmates to be released. Work is performed under the general supervision of a Corrections Officer Captain. Work involves regular exposure to unpredictable conditions which can arise in correctional institutions.
WORK RESPONSIBILITIES: The following list of work responsibilities was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned.
Supervises employees using telephones, intercom systems, and radios following facility policies and procedures in order to ensure work assignments are performed in a manner that complies with facility policies and procedures while maintaining the highest level of security.
Manages shift using schedules, leave slips, log books, etc. following facility policies and procedures in order to ensure the safety and security of officers and inmates.
Coordinates inmate movement for transfer, extradition, and other purposes following Montgomery County Detention Facility Policies and Procedures to ensure that inmates are moved throughout the facility as safely and securely as possible.
Oversees the booking of inmates using facility computers, booking forms, booking board, property lockers, envelopes, print cards, monitors, and gloves following the facility policies and procedures in order to initially process the inmate and record the charges against the inmate.
Ensures the safety of staff and inmates by conducting safety and security inspections and responding to volatile situations using inspection forms and reports, physical exertion to restrain inmates, and defensive techniques to protect self and others following facility policies and procedures in order to prevent lawsuit and injury.
Oversees the intake process using facility computers, cameras, property lockers, envelopes, print cards, facility keys, monitors, and gloves flowing the facility policies and procedures in order to process the inmate into the facility.
Investigates complaints, requests and problems from employees and inmates using internal records, witness statements, video tapes, log books, etc. following facility policies and procedures in order to make recommendations to resolve the complaint effectively.
Oversees the process to release inmates from the facility including verifying release orders, collecting items issued to inmates and reissuing inmate personal property following facility policies and procedures in order to ensure that accurate records are maintained, that inmates’ rights are protected and that county property is accounted for.
Manages a bureau using schedules, leave slips, log books, etc. following facility policies and procedures in order to ensure the smooth management of the facility, staff training and development, inmate services, administration and operations.
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of disciplinary and grievance procedures to include hearing infractions, forms, penalties, and when to implement as needed to encourage compliance with facility policy and correct inappropriate behavior.
Knowledge of English grammar to include proper sentence structure, pronunciation and spelling, and punctuation as needed to communicate ideas and recommendations to others.
Knowledge of facility layout to include north and south directions and location of emergency exits, control booths, sally ports, medical facilities, authorized inmate areas, mezzanine area, stairways, booking area, property room, laundry, kitchen, and release area as needed to respond to codes, escort inmates to specified locations, report to work stations and implement emergency evacuation procedures.
Knowledge of the keys needed and used throughout the facility to include where keys are stored, how to access keys, and which keys are needed for entry into the areas of the campus in order to access needed areas.
Knowledge of facility forms such as the medical forms, visitation card, commissary slips, and incident report form to include completing and routing procedures and proper authorization as needed to document work activities and facility operations, exchange information with others in the facility, and document disciplinary incidents.
Knowledge of human behavior to include signs of hostility, depression, anxiety, psychotic behavior, deception, and distinguishing normal from abnormal behavior as needed to recognize behavior that may escalate into a dangerous situation, identify inmates who may need to be watched to prevent suicide, and effectively interact with inmates.
Knowledge of inmate services such as visitation, recreation, food service, medical service, and mail services to include their procedures for operation as needed to respond to inmate questions and participate in the provision of services.
Knowledge of inmate rules and regulations as found in the Inmate Handbook to include prohibited acts, disciplinary actions, how to locate and reference information in the handbook, inmate privileges, and inmate rights as needed to encourage inmate compliance with facility policies and ensure inmates’ rights are not violated.
Knowledge of Montgomery County Detention Facility policies and procedures regarding issues such as booking and intake, communications, contraband control, hazardous materials, inmate classification, booth control duties, inmate release, inmate restraint, riot control, rover duties, and suicide watch as needed to perform duties and ensure that the duties of subordinates are performed according to policy.
Knowledge of safety and security procedures such as body search procedures, inspection procedures, cell search procedures, and emergency evacuation procedures as needed to ensure the safety of staff and inmates.
Knowledge of harassment laws as needed to ensure work activities are performed uniformly and in compliance with federal laws and to avoid situations that may be construed as harassment.
Knowledge of specific charges and corresponding court (district, circuit, juvenile court, and domestic relations) handling type of charge in order to complete reports, look up court dates, and complete bonds.
Knowledge of the Montgomery County Detention Facility organizational structure to include avenues of authorization and responsibilities, the chain of command, and bureaus as needed to instruct inmates on proper procedures, refer questions or problems to other officers in the facility, and seek additional information.
Knowledge of the Correctional Officer code of ethics to include fraternization policies, harassment policies, accepted interpretation of professionalism, dress codes and gratuity prohibitions as needed to resist the potential for corruption both on and off duty and to ensure workers do not abuse the privileges of their positions.
Knowledge of the personnel policies and procedures as found in the Sheriff’s Office Policies and Procedures Manual involving areas such as payroll procedures, leave time, employee benefits, and the disability act to include accepted interpretation and how to locate and reference information as needed to ensure employee rights are not violated, ensure employees are compensated correctly for work performed, initiate disciplinary actions against subordinates, and ensure leave time taken according to policies and procedures.
Knowledge of DNA sampling procedures as needed to observe samples being taken from inmates and/or take samples from inmates.
Skill in defensive tactics as needed to control and restrain inmates.
Skill in fingerprinting techniques such as finger rolling techniques and palm printing techniques as needed to obtain clear and accurate fingerprints of inmates or job applicants.
Skill in driving vehicles at the level necessary to maintain a valid driver’s license as needed to transport inmates to and from specified locations.
Skill in interviewing individuals to include forming relevant questions and probing for details as needed to obtain information from officers or inmates surrounding a particular incident.
Ability to add and subtract as needed to calculate the number of inmates and complete various reports.
Ability to adjust written communication to fit the needs and understanding of the audience as needed to ensure that the audience receives and understands the intended message.
Ability to apply policies and procedures in the same manner to all persons and situations.
Ability to assess verbal and non-verbal cues as needed to determine whether information has been communicated clearly and is understood by recipients.

Ability to use specialized equipment such as control panels, metal detectors, video cameras, and detention facility computer systems to include operating procedures, preventive maintenance and the capabilities and limitations of each as needed to make copies, open and close doors, take fingerprints, locate contraband, and exchange written information.
Ability to use standard Correctional Officer equipment such as handcuffs, flashlights, keys, radios, telephones, intercoms, tasers, mace applicators, restraint chairs, and exhibitionist suits to include operating procedures, preventive maintenance, when to use, and the capabilities and limitations of each as needed to search cells, move throughout the facility, control contraband, control inmate movement and behavior, and communicate with officers and inmates.
Ability to verbally present information using appropriate tone, delivery style, volume, pace, and non-verbal gestures as needed to ensure the listener’s attention and understanding.
WORK ENVIRONMENT: Works within secured facility with inmates of various classifications (i.e., minimum security to maximum security). May be required to physically restrain or subdue inmates. May be required to inspect perimeter and facility which involves moving from floor to floor using elevators and/or stairs, entering control booths via staircase, etc.
