The fundamental reason this classification exists is to perform professional engineering work associated with public works construction projects to ensure that they are designed, constructed and inspected according to applicable laws, regulations and standards and within project budget. Incumbents are distinguished from the Civil Engineer I in the level and scope of responsibility exercised. Some employees in this classification may assist, advise, or supervise lower level professional and technical employees. Work is performed with independence; however, the Assistant County Engineer and/or the County Engineer are available for assistance when necessary, until proficiency is achieved. Work is reviewed for adherence to policies and procedures, accuracy and completeness, and results. The work responsibilities include preparing engineering plans and designs for roadway and other transportation related projects; reviewing engineering plans for residential and commercial development; inspecting construction sites; monitoring for environmental compliance with storm water permits; responding to public requests and complaints regarding roadway, bridge, or storm water drainage problems; monitoring BMP controls for construction sites; assisting with National Flood Insurance Program (NFIP) requirements and other general requests; and supervising two or more full-time employees. The Civil Engineer II reports to the Assistant County Engineer and/or the County Engineer.
