Job Summary: As a Labor Relations Manager, you will play a pivotal role in managing the County's Labor Relations program within the Human Resources department. Your responsibilities will include providing strategic consultation and expert advisory services to the HR Director and other County executives. You will serve as a high-level advisor on labor relations and negotiations with certified employee bargaining units, proposals regarding pay, benefits, and working conditions, contract and employment-related grievances, allegations of unfair labor practices, and other labor relations issues.

Key Responsibilities:

  • Program Management: Oversee the labor relations program, develop project plans, and ensure project deliverables are met.
  • Negotiation Leadership: Serve on the County's Negotiation Team and coordinate team responsibilities related to labor negotiations.
  • Data Analysis: Review and analyze information related to bargaining proposals and collective bargaining units.
  • Grievance Management: Oversee grievance hearings, mediation, and arbitration.
  • Labor Agreement Administration: Manage the administration of labor agreements and provide interpretation and training to managers and employees.
  • Negotiation: As part of a team, negotiate labor agreements and associated documents.
  • Strategic Planning: Develop the strategic direction of the labor relations program.
  • Representation: Attend meetings to represent the County's labor relations interests.
  • Supervision: Provide supervision and leadership to staff, as assigned.
  • Consultation: Offer expert advice on employment and labor law, HR policies, and procedures.
  • Problem Solving: Analyze complex labor relations issues and provide recommendations.
  • Confidentiality: Maintain confidentiality in the performance of job duties.

Job Requirements

Bachelor's degree in Labor/Industrial Relations, Human Resources Management, Public Administration, Business Administration, or related field, with five (5) years of related work experience, or equivalent combination of education and experience. OR Juris Doctor or Master's degree in one of the disciplines above, with three (3) years of related experience, or equivalent combination of education and experience (preferred).

Special Requirements

Skills and Abilities:

  • Knowledge of federal labor relations laws and regulations.
  • Expertise in labor relations principles and practices.
  • Strong negotiation skills.
  • Ability to communicate effectively with all levels within and outside the organization.
  • Detail-oriented with excellent organizational skills.
  • Capacity to maintain confidentiality and handle sensitive information.
  • Experience using automated systems and tools for data analysis.

Certifications and Special Requirements: Certified Labor Relations Professional (CLRP) from the National Public Employer Labor Relations Association (NPELRA) preferred.
