The Loudoun County, Virginia, Department of Building and Development, Administration Division is seeking applications for a full-time Special Projects Program Manager, a unique and key position within the Department of Building and Development.
This position requires thorough knowledge of County and State laws and ordinances; specific working knowledge of civil engineering and construction site management and civil engineering plans, plats, and permits; specific working knowledge of administrative operations and Department policies and procedures; general knowledge of standard office procedures, practices, policies, computer programs, and equipment; general knowledge of concepts of project management; ability to use automated systems and equipment; general knowledge of budgeting and accounting.
Skilled in managing projects; making presentations and facilitating discussions.
Ability to use computers and Department software; ability to collect, analyze, interpret, and prepare data and use the data to establish short and long-range plans related to program needs; ability to prepare and make presentations to groups; ability to interpret policies and assess operations; ability to conduct detailed analytical evaluations and prepare reports; ability to maintain technical records; ability to exercise independent judgement; ability to resolve conflicts; ability to prioritize work and manage multiple tasks; ability to establish and maintain effective working relationships with co-workers, staff, officials, vendors, contractors, and the general public.
The job duties include but are not limited to:
-Coordinating projects. (Coordinates projects and problem solving with County Administration and the Board of Supervisors (BOS); ensures completion of projects identified by County Administration or the BOS.)
-Ensuring compliance and quality assurance. (Reviews productivity and efficiency of services provided; reviews use of time and resources, assignments, and evaluations; and reviews clinical (or assigned area) documentation for timeliness and compliance with standards.)
-Serving as subject matter expert. (Serves as subject matter expert in assigned area; provides technical assistance reviews and guidance to the BOS, Planning Commission, developers, and staff.)
-Preparing and making presentations to the BOS, Industry and Community groups.
-Monitoring staff compliance with state and federal regulations. (Ensures staff maintains compliance with County, Department, and Division policies, procedures, and regulations, and federal and state licensing regulations.)
-Recommending process, policy, and procedure changes. (Makes recommendations to modify processes and procedures to improve efficiency and effectiveness of workflow or services provided.)
-Providing data collection and analysis for various aspects of plan review and permit processing.
-May perform other essential job functions specific to the position and department assignment.
Bachelor’s degree in field related to assigned area; six (6) years of related, progressively responsible work experience; or equivalent combination of education and experience.
Salary Commensurate with Experience
Employment is contingent on successful completion of a criminal, credit, and DMV background checks. Valid driver’s license and good driving record is required.
