Do you enjoy analyzing and solving complex issues? Loudoun County, Virginia's Office of Management and Budget (OMB) is seeking a Management Analyst-Revenues to play a critical role in the County's annual budget process and forecasting. After a training period, this position is eligible for up to three days of telework per week.

Responsibilities include the following:

  • Assisting in the forecast of approximately $2.3 billion (FY 2024) in local revenues for the annual budget process, including real property tax, taxes derived from the data center industry, vehicle taxes and other revenues.
  • Assisting in the execution of revenue forecasting strategy for the annual budget development process in conjunction with County executive leadership.
  • Providing support to the County's internal revenue committee as part of the annual budget development process.
  • Collaborating with key subject matter experts across the County organization.
  • Managing financial and economic datasets used in revenue analysis and forecasting.
  • Providing critical technical expertise in the development of multi-year revenue forecasts that inform long-term planning efforts such as collective bargaining negotiations.
  • Managing special research projects.

This position is a member of the twelve-member operating budget, planning and policy division. The team prioritizes innovation, creative and critical problem solving, and high-quality customer service. The operating division is responsible for coordination and technical work in the preparation, monitoring, execution, and presentation of the County's Proposed and Adopted budget, as well as long-term forecasting for planning purposes. The County will consider candidates with less education and/or work experience for a potential underfill to align with the Management Analyst III salary and grade. The salary range for the Management Analyst III is $61,809.80 - $105,076.66.

Hiring salary is commensurate with experience.

Job Requirements

Management Analyst IV minimum requirements: Requires any combination of education and experience equivalent to a bachelor's degree in economics, political science, government, public administration, public policy, business administration, Finance, or a related field with four (4) years of related experience in areas such as government, budget management, policy analysis, project management, or program evaluation.

Management Analyst III minimum requirements: Requires any combination of education and experience equivalent to a bachelor's degree in Finance, Business Administration, Public Administration, Public Policy, or related field; three (3) years of related work experience in areas such as government operating or capital budgeting and planning.

Experience with forecasting local government revenue in Virginia and multi-year forecasting is strongly preferred. Experience with MS Office, Oracle EBS, and Hyperion is strongly preferred.
