The Loudoun County, Virginia Department of Building and Development (Department) is seeking an experienced professional to manage a team responsible for issuing building and zoning permits in conformance with the Virginia Uniform Statewide Building Code and the Loudoun County Zoning Ordinance(s).

The Permits Issuance Division Manager position is responsible for:

  • Managing a division of 27 staff members with direct oversight of 6 staff members, including performing annual performance evaluations.
  • Leading the County's Business Assistance Team (BAT).
  • Strategic planning and visioning for the Division of Permit Issuance, developing management plans and the annual Permit Issuance Division budget.
  • Creating service level plans and tracking the performance measures identified in the plan.
  • Establishing and providing oversight of customer service activities; including the establishment of policies and procedures for front counter, telephone, online and email activities related to permit applications.
  • Succession planning including, promoting staff growth and professional development.
  • Coordinating and monitoring Fast Track applications with the Department of Economic Development and attending established working groups to facilitate communications between the County and its stakeholders.
  • Serving as a Custodian of Record with FOIA Administration oversight, including responding to internal and external requests for permit related information.

  • Ability to quickly build trusting relationships, consensus, and a shared sense of purpose with staff, internal and external customers.
  • A well-rounded understanding of the land development process and how growth and development contribute to the fiscal health of Loudoun County.
  • Understanding of the roles and responsibilities of County Departments and how the services they provide relate to the Loudoun County Board of Supervisor's adopted Strategic Plan and the Capital Improvement Program.
  • Aptitude to manage multifaceted and challenging projects and priorities and successfully navigate through issues to solve problems and find win-win solutions.
  • Comfortable in giving large and small group presentations across all organizational levels.

The ideal candidate will be a clear and concise communicator, be organized, team oriented, and must show skills in establishing and maintaining relationships with fellow employees, County officials, contractors, and the public. The ideal candidate can solve problems and resolve conflict with minimal supervision and will have a working knowledge of policies and regulations (local, state, and federal) related to permitting and land development.

 

Salary commensurate with experience. 

Job Requirements

Requires any combination of education and experience equivalent to a Master's degree in Business Administration, Public Administration or department-related area and four (4) years of progressively responsible work experience to include three (3) years of supervisory experience; or equivalent combination of education and experience.

Special Requirements

Must be able to occasionally work outside of normal business hours.
