Job Description

The Department of Mental Health, Substance Abuse and Developmental Services (MHSADS) is seeking a talented, highly motivated individual to serve as an IT Manager. This position requires leadership and expertise in overseeing hardware, software, and mobile devices for a 450-person hybrid workforce. The successful candidate will be proactive, flexible, and solutions-focused, as well as capable of independently identifying ways to apply technology to business processes.

Responsibilities include:

  • Provide direction regarding the use/implementation of existing and emerging technology
  • Provide expertise on technology-related practices and trends
  • Manage IT projects including needs analysis, requirements specifications, design, testing, documentation, and project plan development and monitoring
  • Provide oversight for managing, supporting, and maintaining the Department's electronic health record (Welligent), and other applications
  • Lead a 3-person team of experienced IT professionals
  • Serve as MHSADS HIPAA Security Officer
  • Manage the department's technology budget, including researching products, obtaining price specifications, and monitoring spending
  • Administer and manage contracts with vendors to ensure performance and services comply with the terms and provisions of contracts
  • Maintain network security and ensure compliance with security policies and procedures 
  • Provide technical support for complex or difficult-to-resolve issues
  • Liaise with Loudoun County Department of Information Technology
  • Represent Loudoun on state and regional behavioral health and developmental services data and IT-related committees 

The ideal candidate will possess:

  • Exceptional customer service and people skills
  • Ability to communicate effectively with clinical and technical personnel both orally and in writing
  • Ability to determine departmental system needs
  • Knowledge of the operation, uses, and capabilities of installed computers and related equipment and software 
  • Knowledge of wireless network technologies installation and troubleshooting
  • Knowledge of HIPAA and related privacy and security regulations and best practices
  • Knowledge of all aspects of TCP/IP networks, including the use of monitoring systems, protocol analyzers, and packet-capturing utilities
  • Knowledge of Microsoft AD/Operating System
  • Knowledge of Wide Area Network (WAN) and Local Area Network (LAN) design, telecommunication, and cabling standard infrastructures

The full compensation range for this position is provided. Hiring salary will be commensurate with experience.

Job Requirements

Bachelor's degree in Computer Science or related field; three (3) years of related work experience in operations management, network engineering, systems development, enterprise systems management, budgeting, automation, and administration including one (1) year of supervisory experience; or equivalent combination of education and experience.

Preferred:

Experience supporting health and human services organizations is highly valued 

Special Requirements

Work schedule is 37.5 hours per week but may require after-hours availability
