Job Description

The newly formed Loudoun County Department of Housing & Community Development (DHCD) is currently seeking an energetic, customer service-focused individual to manage the fast-paced Rental and Homeownership Programs Unit as the Housing Programs Manager. The Loudoun County Department of Housing & Community Development supports the community in obtaining safe and affordable housing. We work to facilitate, inform, and advise the community on the development and implementation of strategies to address the unmet housing needs of all Loudoun County residents. We develop funding opportunities and provide grants and loans to help preserve, provide access to, and add to the supply of affordable housing. We create and manage programs to increase affordable housing opportunities for Loudoun's low- to moderate-income households, including homebuyers and renters, and work with nonprofits and affordable housing developers.

Under the general direction of the DHCD Assistant Director, the Housing Programs Manager oversees the operation of the Department's rental and homeownership programs, homeownership loan programs, and supervises their staff. This position provides leadership and oversight of service areas, markets program services to the community, oversees program budget and delivery of program services, and maintains program records. Some of the programs under the direction of the Housing Programs Manager include the Affordable Dwelling Unit (ADU) Programs, State Rental Assistance Program (SRAP), Unmet Housing Needs Unit (UHNU) Programs, Down Payment / Closing Cost Assistance Program (DPCC), and the Sponsoring Partnerships and Revitalizing Communities (SPARC) Program.

The successful candidate will have a thorough knowledge of housing and human services systems, prioritize problem solving and collaboration, and thrive in a fast-paced, results-oriented environment. Must have a team-oriented approach, extremely strong program design and management skills, a proven record of excellent customer service, and a desire to innovate. This position interacts with, responds to questions and information requests, and provides expert advice to the advisory boards of the Board of Supervisors and to the Board of Supervisors, preparing comprehensive, well-researched, data-driven staff reports and presentations that influence decisions. The candidate will also have experience in encouraging staff performance (provides performance direction, feedback, mentoring, coaching and training to staff). Promotes teamwork and collaboration. Requires experience working with a culturally diverse workforce and communities.

Primary responsibilities for this position include: 

  • Manages housing programs, including the Affordable Dwelling Unit (ADU) Program (both purchase and rental), and various other rental and purchase housing programs and staff. 
  • Ensures compliance with mandated program guidelines. 
  • Administers federal, state and/or local mandates, regulations, and policies for mandated programs. 
  • Ensures cases and/or policies are prepared and in compliance for audits or reviews. 
  • Conducts community outreach and education; consults with community agencies, groups, and service providers. 
  • Represents Department at internal and external meetings and conferences; and serves on local, regional, and state committees and task forces. 
  • Serves as the staff liaison to the Affordable Dwelling Unit Advisory Board (ADUAB) and its Committees. 
  • Assists with planning the short-term and long-term strategic direction of Department. 
  • Provides leadership to ensure Department's goals are achieved.

Job Requirements

Bachelor's degree in housing, marketing, real estate, public administration, planning or related field; four (4) years related work experience, including one (1) year of supervisory or team lead experience, in rental assistance programs, the Housing Choice Voucher (HCV) program, the Community Development Block Grant (CDBG) program, other state or Federal housing programs and initiatives, and/or other grant-funded housing programs; or equivalent combination of education and experience.

Master's degree in the disciplines noted above preferred.
