As the Arts Program Manager, you will be spearheading public arts efforts in our facilities and parks to help us connect communities through the exhibition and celebration of visual art. Our PRCS Arts Program Manager serves as a subject matter expert for the department; utilizes knowledge of policies and procedures to advise management on applicable laws and regulations, and best practices related to public art; manages contracts; and actively promotes public art through a partnership with the Loudoun Arts Advisory Council. This position must be familiar with the different types of art plans including the acquisition of public art items, gallery management, and arts programming. This position will administer the County-wide Arts Plan; including preparing Request for Proposals (RFP) documents and securing the Arts Plan contractor and creating program plans associated with Arts Plan. PRCS serves a diverse population including but not limited to youth, adults, individuals with disabilities, and seniors.

Responsibilities include, but are not limited to: 

  • Stay current with national, regional, and local arts agencies, programs, grants and networks, and applicable laws pertaining to public art. 
  • Maintain relevant knowledge and understanding of common standards of arts disciplines, and community arts issues. 
  • Coordinate with the Marketing and PR teams to execute creative asset requests and develop storytelling opportunities. 
  • Support internal processes to drive funding decisions, reporting, presentations, board meetings, etc. 
  • Consistently engage in local events related to arts and culture, philanthropy, and other relevant topics to raise our level of awareness. 
  • Provide exemplary internal customer service to employees and partners while developing and maintaining positive and effective relationships across the department and government. 
  • Analyze complex issues and completes special projects related to arts plan and arts program management.
  • Consults with departmental staff and County Attorney when necessary. 
  • Plans the work of the assigned team. 
  • provides oversight of arts plan programs and operations, provides guidance and direction to complete assignments. 
  • Directly supervise a full-time Curator responsible for managing and programming the county's gallery spaces. 
  • Recommends, develops, and/or revises public art policies and procedures for review and approval by management. 
  • Develops and implement SOPs governing the work of the assigned area.

Job Requirements

Requires any combination of education and experience equivalent to a Bachelor's degree in Arts, Public Administration, or a related field and Five (5) years or related work experience, including one (1) year of lead/supervisory level experience; or equivalent combination of education and experience.

Special Requirements

PREFERRED QUALIFICATIONS 

  • 3+ years of local government or non-profit public art-specific experience. 
  • Experience with writing comprehensive art plans or experience working with contractors to produce comprehensive art plans. 
  • Familiarity with local government or the field of Parks & Recreation. 
  • Experience with public art programs and exhibitions.
