Loudoun County adopted the Unmet Housing Needs Strategic Plan and created the Department of Housing and Community Development in 2021. The ombudsman position in the Department of Building and Development, will work closely with that team to assist in implementation of the Strategic Plan and construction of affordable housing projects to meet the communities unmet housing needs. The Loudoun County Virginia Department of Building and Development is seeking a hard-working experienced professional to work closely with other agencies, developers, and elected officials to assist in the implementation of Loudoun Counties Unmet Housing Needs Strategic Plan.

The successful candidate will be responsible for the following:

  • Collaborate with internal and external stakeholders in support of the County's Unmet Housing Needs Strategic Plan.
  • Coordinate with staff from outside agencies (The Department of Housing and Community Development, The Department of Planning and Zoning, The Health Department), developers, contractors, and the public to assist in navigating through multiple overlapping processes, identify potential issues that may arise and assist with ensuring timelines are met and issues are adequately addressed.
  • Collecting and analyzing data to support the effectiveness of the program and recommend changes to enhance its success.
  • Develop methods and find venues to conduct community education and outreach to raise public awareness of the programs and benefits available.
  • Evaluate proffers and conditions associated with legislation applications for their impact to the timing and development of projects designed to provide affordable housing.
  • Ensuring compliance with engineering practices, regulatory requirements, and mandated programs
  • Provide technical guidance and project management related to The Department of Building and Development application and permit process from scoping through occupancy on development projects in support of meeting the affordable housing goals.

The ideal candidate will understand land development processes, legislative actions, policies, and best practices, with the ability to juggle multiple projects and priorities. They will have experience and success in building and working within a cohesive team. They will be well organized and exhibit a high level of self-motivation, diplomacy, interpersonal relationship skills and integrity. They will be able to communicate ideas persuasively, clearly, concisely, and effectively, both orally and in writing. They will establish and maintain effective relationships with fellow employees, County officials, contractors, and the public. The successful candidate will also excel in areas such as communication, continuous learning, customer-focused service, dependability, flexibility, interpersonal skills, leadership, planning and organization, reasoning and problem solving, and teamwork.

Job Requirements

Bachelor's degree in a related field; four (4) years related work experience; or equivalent combination of education and experience.

Special Requirements

The position may be required to work beyond normal workday as required to attend Board of Supervisors, Planning Commission, or other special meetings. Valid driver's license and good driving record required.
