The Financial Services Division in the Department of Mental Health, Substance Abuse and Developmental Services) is seeking a talented and highly motivated individual for an Accounts Payable Program Manager position.
The successful candidate will be responsible for: All day-to-day Accounts Payable activities of the Department; Developing budget reports/ spreadsheets that display funding that is committed, obligated, and expended; Analyzing expenditure trends and advising of anomalies and formulating corrective action plans; Assisting in grants management including overseeing the financial and record keeping requirements while ensuring it is in compliance with County, federal, and state policies and guidelines and Generally Accepted Accounting Principles (GAAP) are followed; Reviewing contracts and ensuring contract compliance; Reconciling general ledger accounts; Preparing audit work papers as needed in support of local, state and federal audits; and Supervising an Accounts Payable team. Excellent verbal, written, and customer services skills are essential in working with inter-department staff, customers, and leadership to interpret and communicate timely and accurate financial information and reporting requirements.
Hiring salary will be commensurate with experience.
Requires any combination of education and experience equivalent to a Bachelor's degree in finance, business administration, accounting, public administration, public policy, or a related field with four (4) years of related experience in areas such as government, budget management, policy analysis, project management, or program evaluation. One (1) year of supervisory or team lead experience.

Employment is contingent upon successfully passing pre-employment background check to include fingerprinting, credit, NCIC, DMV and TB test. Must have a good driving record and a valid driver's license in Virginia or regional state of residence.
