Job Description

Loudoun County's Department of Finance and Budget is seeking a detail-oriented accountant to fill a full-time regular Financial Analyst position on the Debt Management team at our County Government Center office in Leesburg, VA.

Applicants should possess strong analytical skills and thrive in a fast-paced work environment. This position is responsible for tracking and requesting the ongoing drawdown of bond proceeds for capital projects and evaluating financial performance by comparing actual to budget, making recommendations as necessary. Responsibilities also include identifying and driving process improvements through advanced modeling in Excel, the creation of standard and ad-hoc reports and tools and maintaining and submitting reimbursement requests for transportation-related Federal and State programs. This position prepares reports and analyses on the County's general obligation debt and appropriation bonds issued through the Economic Development Authority. This position also prepares journal entries and reconciliations to the General ledger in accordance with GAAP, researches and resolves accounting issues, communicates and coordinates with a variety of County departments, and prepares audit work papers, fund statements, financial schedules and notes for the County's financial statements.

Hiring salary is commensurate with experience.

This position is eligible for telework in accordance with the County's Telework Policy.

Job Requirements

This position requires a Bachelor's degree in Accounting or related field; three (3) years of related work experience in professional-level accounting, preferably in a government accounting setting; or an equivalent combination of education and experience. Advanced Excel modeling skills are also required.

Prior experience preparing Annual Comprehensive Financial Reports and Auditor of Public Accounts transmittals, working with a major ERP system (Oracle experience is preferred), and contributing to team efforts both independently and in a group setting is preferred.
