Job Description

As a Human Resources Specialist III, you will join a team of dedicated professionals serving the County's workforce in the Human Resources Department. You will work directly with County employees, supervisors, and executives to resolve workplace issues using diplomacy, strong facilitation and collaboration skills, and the application of County policies, collective bargaining agreements, and employment laws. You will support the County's bargaining team by assisting with researching and analyzing issues, drafting memorandums, and attending meetings with management and labor representatives. You will utilize your expertise to provide advice and guidance on performance management, the County's disciplinary and grievance processes, and the resolution of workplace complaints through alternative dispute resolution and workplace investigations. You will have opportunities to enhance your professional skills by completing special projects such as drafting policies and procedures, providing training to the workforce on a variety of topics, serving on cross-divisional HR teams, and recommending improvements to HR programs and services. The Human Resources Specialist III will work to build strong and collaborative professional relationships across all levels of the workforce and with labor unions representing County employees. The successful candidate will provide customer service in a caring, knowledgeable, ethical, and professional manner.

About the Department

The Department of Human Resources is a dedicated team of 40 Human Resources professionals who provide comprehensive HR services to 30+ County departments and agencies, including approximately 4,000 full-time and part-time employees. This position will report to the Labor Relations Manager and will work closely with the County's Collective Bargaining team and the Department's Employee Relations and Learning and Organization Development teams. The Department of Human Resources places a strong emphasis on customer service, teamwork, innovation, and fostering a fun and collegial department culture. Hiring Salary: Commensurate with experience.

Job Requirements

Strong knowledge of Human Resources best practices, including HR best practices for a unionized work environment. Strong knowledge of employment laws and regulations impacting labor relations and employee relations. Strong facilitation and collaboration skills. Strong problems-solving and decision-making skills. Ability to interpret and explain policies, procedures, and collective bargaining agreement provisions. Ability to communicate effectively, both verbally and in writing.Ability to establish positive and collaborative working relationships at all levels of the organization.

Bachelor's degree, preferably in Human Resources or a related field, and 3 years of related work experience. Equivalent combination of education and experience will satisfy this requirement. Candidates are encouraged to highlight any previous work experience or training they may have in employment law, employee/labor relations, or public sector Human Resources, and any related professional certifications of licenses. Candidates with strong experience as an HR Generalist are also encouraged to apply. Successful candidate for the Human Resources Analyst III will be required to become a Certified Mediator through the Judicial Council of Virginia within 2 years of employment. The County will pay for and assist the employee with this process.
