The Loudoun County Department of General Services, Waste Management Division, is seeking qualified applicants for this full-time Environmental Monitoring Specialist position at the Loudoun County Solid Waste Management Facility, located in Leesburg, Virginia.
The facility's environmental program operates under Federal, State, and local regulations and permits including Title V of the Clean Air Act, Virginia Solid Waste Management Regulations, Virginia Pollution Detection and Elimination System, the Virginia Air Pollution Control Board, and Loudoun Water. Under the general direction of the Projects Engineer, the Environmental Monitoring Specialist conducts field monitoring and reporting of multiple environmental media. Candidates with demonstrated ability in navigating the requirements of Federal, State, and local environmental compliance monitoring and reporting are preferred.
Program oversight responsibilities of the Environmental Monitoring Specialist include:
-Groundwater
-Landfill Gas
-Leachate/Landfill Wastewater
-Stormwater and Surface Water
Duties of the Environmental Monitoring Specialist may include, but are not limited to:
-Regulatory compliance monitoring, sampling, and reporting of odor, groundwater, landfill gas, leachate or landfill wastewater, stormwater, and surface water
-Compiling, organizing, and interpreting environmental system data to produce technical reports and official correspondence to include permit documentation and required deliverables
-Updating or creating standard operating procedures to maintain compliance, implement best practices for continuous improvement, and ensure data is collected, processed, input into database, and reported as required
-Performing routine maintenance, troubleshooting, and reporting of the leachate management system, landfill gas flare system, tire wash water recycling system, landfill gas extraction wells and trenches, groundwater monitoring wells, and stormwater discharge points
-Coordinating, scheduling, and providing oversight of environmental sampling and maintenance contractors
-Ensuring compliance with federal, state, and local laws, and Virginia Waste Management and the Loudoun County Solid Wate Management Facility's permit regulations with regard to environmental monitoring and reporting requirements

Bachelor's degree in a field related to the assigned area; two (2) years of related work experience; or an equivalent combination of education and experience.
The following are PREFERRED skills and experience:
-Skills with a variety of environmental engineering equipment, such as augers, GPS land survey equipment, transits, clinometers, pipe lases, HDPE pipe fusing/welding equipment, pH meters, thermometers, water analysis kits, gas monitoring equipment, and/or radiation detection equipment
-Database and software experience (MS Excel, Access, and other Office applications), including some troubleshooting skills
-Familiarity with landfill gas wellfield and flare systems, leachate management systems, groundwater monitoring, and/or surface water monitoring
Salary Commensurate with Experience
A valid driver's license is required. Virginia Waste Management Facility Operator License, Class II, required within one year of hire. This position requires working in an outdoor environment during varying types of weather. Applicants must be able to conduct sampling and data collection, often requiring significant walking within an active solid waste industrial environment.
