Job Description

The newly established Loudoun County Office of Housing is seeking a Finance Manager to manage/oversee finance, accounting, grants, audits, and loan compliance for multiple Federal, State, and locally funded housing programs. The successful candidate will be proficient in the theory, principles, and practices of governmental budgeting, governmental accounting, Federal and State grant accounting, and compliance activities. 

Job Responsibilities include: Managing and overseeing compliance with complex federal and state grant funding, maintaining audit-ready records and managing the external and internal audit process for the Office of Housing Review and processing subgrantee drawdowns, providing required regular financial reporting to HUD for Housing Choice Voucher and Community Development Block Grant programs and the State for the State Rental Assistance Program, overseeing and reporting on special fund budgets, reviewing financial documents for accuracy, researching and resolving accounting questions and issues, auditing budgetary revenue and expenditures to ensure proper accounting, processing grant renewals and complex drawdowns, coordinating with Program Managers to ensure accountability and compliance with rules and regulations, participating in the year-end closing process for all accounts, participating in the CDBG Loan Committee scoring review, and providing back-up to the HCV Accountant and Loan Compliance Specialist.

HIRING RANGE:$76,468.91-$105,144.75

Salary Commensurate with Experience

Job Requirements

Master's degree in accounting/finance and four years of related work experience. Knowledge of Federal and State grant compliance requirements. Knowledge of Oracle Business Systems, ERP systems, and project management systems. Prior supervisory experience required. May require attendance at evening meetings of the Board of Supervisors.

The candidate must be exceptionally detail-oriented with excellent oral and written communication skills and be proficient in using Microsoft Office products. Experience managing the financial budgeting and accounting of the Housing Choice Voucher and the Community Development Block Grant program is required.
