If this sounds like you, then consider being a Senior Contracting Officer for the Loudoun County Government. Loudoun County's national award-winning Division of Procurement is seeking highly motivated applicants for the newly created Senior Contracting Officer position.
This is a senior-level professional position without supervisory responsibilities. This position regularly works independently on sensitive, high-profile, and complex tasks and has decision making and signature authority on contracts. The position also provides additional high-level support, training, guidance, and assistance to the other Contracting Officers and Senior Buyer, and acts on behalf of the Assistant Purchasing Agent (Operational Team) in their absence.
The successful candidate assists in negotiations, awards, and executes complex, sensitive, high priority contracts on behalf of the Purchasing Agent; also assists with Delegated Purchasing Authority Program; analyzes claims and issues decisions; authorizes competitive negotiation; and reviews and approves purchase orders. This candidate will provide procurement advice to the Board of Supervisors, County leadership, other Contracting Team members, vendors, and other government procurement offices; as well as maintains extensive knowledge of the Virginia Public Procurement Act (VPPA), other applicable laws, the County Purchasing Policy, automated purchasing systems, and best practices. Oversees and manages contracts with assigned departments in compliance with the VPPA; secures knowledge of assigned departments' operations, programs, and needs; and negotiates, awards, and signs contracts on behalf of the Purchasing Agent. Excellent written and oral communication and public presentation skills are necessary for this challenging position. The successful candidate must also demonstrate the ability to exercise sound judgment, solve problems, and attend to detail in a fast pace, team oriented and customer service oriented environment. Additionally, attention to detail, good organization skills, resourcefulness, and excellent computer and research skills are essential to be successful.

Salary Commensurate with Experience
This position is eligible for up to three (3) days a week of telework in accordance with the County's Telework Policy.
Requires any combination of education and experience equivalent to a Bachelor's degree in procurement, business administration, construction, engineering or related field with four years of experience in contracting of professional and non-professional services. Previous public procurement experience is highly preferred. Considerable project management experience and experience using web-based systems is required. Certified Professional Public Buyer (CPPB) certification preferred. Knowledge of the Virginia Public Procurement Act is preferred, but training will be provided. Experience in governmental procurement (federal, state or local) is highly preferred.
This position is FLSA exempt and may be required to work beyond the normal workweek, to include occasional attendance at evening Board and Board committee meetings.
